THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $100,050.00.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CHILD PROTECTIVE SPECIALIST SUPERVISOR TITLE.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Nicholas Scoppetta Children’s Center (NSCC) is a 24-hour shift-based operation providing services for New York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average, the Children’s Center serves approximately 2,500 unique children entering or re-entering the foster care system as they await transition to return home, stay with kin, or placement in longer-term foster care settings. The Intake Unit is responsible for ensuring that children arriving at the Children’s Center are are received and oriented in a welcoming/warm manner and they are logged into the system

The CPSS II in the intake department serves as the gatekeeper and ensure vital information is obtained for children entering the Children’s Center.

Duties are as follows:

- Trains and directs a dedicated unit consisting of one (1) Family Visiting Specialist Supervisor I, as well as 4-8 Family Visiting Specialist and 2-4 Engagement Specialist.

- Oversight Family Visiting Specialists in the assessment of safety and needs for all children and youth (ages 0-21) residing at the Children’s Center.

- Assign and schedule staff to facilitate and supervise court-ordered family and sibling visits onsite to ensure 24/7 operational coverage.

- Ensure staff effectively supervise visitation, maintaining a constant assessment of risk and safety for children and visiting family members.

- Conduct comprehensive intake assessments for children arriving at the NSCC, ensuring a smooth transition from their initial removal to a temporary placement setting.

- Function as key member of an interdisciplinary team, collaborating with medical, mental health, ACS Police, and childcare staff to stabilize fragile and vulnerable children.

- Manage the notification process for youth who have absconded, ensuring legal guardians, law enforcement, legal aid, FCLS, and National Center for Missing/Exploited Children (NCMEC) are all properly informed.

- Data tracking and reporting of all case related processes in compliance with Office of Children and Family Services (OCFS) standards and local operating directives.

- Maintain and reviews records to ensure the program adheres to state regulations regarding parental and guardian’s visitation rights.

- Oversight for all important initial information entered Preplacement Services (PPS), following up to ensure Family Visitation Specialist are updating the database as new information is obtained.

- Facilitate high-level data sharing from PPS to City Hall, OCFS and the Commissioner’s Office to provide transparency of intake trends and placement transitions.

- Tracks and collects data weekly, monthly and quarterly of logout/exit reports from PPS to measure operational efficacy and transitions from the NSCC.

- Acts as critical point of contact for outside personnel seeking information on youth status and coordinates with internal partners for permanent placement transitions.

- Review computerized case records, maintain case folders, and manages administrative forms to ensure a qualified professional documentation.

A baccalaureate degree from an accredited college and 30 semester credits toward a Master of Social Work degree or toward a graduate degree in a related field; plus, eighteen months of child protective casework experience.
