The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City agencies and nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The NYC Department of Social Services (DSS) Health Services Office (HSO) works to improve the health of persons experiencing homelessness and of HRA clients by developing standards of care and protocols, using data to identify needs, develop and implement interventions, providing medical consultations, reviewing hospital referrals, managing substance use and harm reduction services, providing discharge planning and complex case coordination, as well as food and nutrition services.

The Family Health Program Coordinator will work in collaboration with the family health unit in the HSO shelter program and operations, and the research teams at DHS and DSS to develop and support data and research tools to identify children and families in need of services and to provide general support to the program with the goals of improving health outcomes, such as emergency department visits and negative behavioral health incidents for families with children in shelter.

The Health Services Office is recruiting for one (1) City Research Scientist Level I to function as a FAMILY HEALTH PROGRAM COORDINATOR, who will:

- Use rigorous scientific methods, participate in collecting and analyzing large health datasets to elicit critical information and analytics to implement and evaluate family mental health interventions to improve the health of families with children residing in shelter. Examples include performing retrospective data analysis of incident reports and CARES data, tracking biopsychosocial assessment completion rates and referral data, and other external datasets.

- Use data to support programmatic decisions and new initiatives, drive program quality improvement, coordinate care, develop new resources for shelter providers and families, and to facilitate additional technical assistance for providers.

- Assist with the development of data management and evaluation systems to analyze and utilize data to support family health program monitoring, reporting and evaluation for large-scale health education initiatives. Analyze health data to report on trends, identify unmet health needs among children residing in shelter, and support the development of dynamic data dashboards to allow shelter providers, DHS leadership, and contracted medical providers to view their performance and track progress on quality improvement projects.

- Assist with collaborations with DOHMH programs, DHS shelter providers, NYC Health and Hospitals and other relevant agencies to address family health. Participate in new projects and grant proposals in collaboration with local partner agencies. Collaborate with other agencies as needed.

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
