Job Description

We currently have a vacancy for an Expert Product Owner fluent in English, to offer his/her services as an expert will be based in Brussels, Belgium. The work will be carried out either in the company’s premises or on site at customer premises. In the context of the first assignment, the successful candidate will be integrated in the team of the company that will closely cooperate with a major client’s IT team on site.

Your Tasks:

• Develop an in-depth knowledge of the goals, constraints and desired objectives of the/products, including legal and policy drivers;
• Own, manage and continuously refine product backlog based on business feedback, legal priorities and delivery constraints;
• Ensure short- and long-term priorities are well known, agreed and committed by the business and that decisions are documented and traceable;
• Create and maintain user stories change requests and tasks for the development team, including clear, testable acceptance;
• Define and validate acceptance tests for user stories in cooperation with stakeholders (/business) and the delivery team;
• Communicate product vision, requirements and to the team during backlog refinement, sprint planning, reviews and other relevant ceremonies;
• Interact with and validate requirements with the business unit(s) and other, facilitating workshops and requirement-gathering sessions;
• Ensure alignment between GUI and API capabilities, and validate that the system evolution support business and legal needs;
• Plan and coordinate delivery activities across iterations and (including roadmap input, release planning, milestones and sequencing);
• Track progress agreed scope and objectives, ensuring transparency of delivery status, risks, issues, dependencies assumptions and decisions;
• Coordinate dependencies with other teams, corporate platforms, services and external stakeholders, and propose mitigation and escalation when required;
• Support/or lead defect triage, prioritisation and follow-up to resolution, ensuring business where needed;
• Coordinate business acceptance activities (UAT), including planning, support, issue follow-up and formal acceptance at each cycle, as applicable;
• Contribute to release readiness (including documentation, stakeholder communications, operational considerations and go/no-go inputs) in line with the Commission’s processes and constraints;
• Regular progress reporting and prepare concise status updates and decision material for project governance and senior ensuring stakeholders have appropriate visibility of scope, priorities and delivery;
• Produce and maintain delivery artefacts as required (e. meeting minutes and action lists, decision records, delivery plans, backlog documentation and notes), in coordination with the project manager and governance needs.


Requirements:
• Master degree in IT combined with relevant IT professional experience of 16 years;
• Proven experience of managing and prioritising a complex product backlog, defining product roadmaps, and delivering incremental value in short iterations;
• Proven experience ensuring that product requirements and acceptance criteria take into account security, privacy, compliance and operational needs, in line with DevSecOps principle;
• Strong experience facilitating workshops and requirement-gathering sessions with heterogeneous stakeholders;
• Extensive experience with large, enterprise-level multi-user information systems;
• Experience working on IT systems that support public administration, regulatory compliance, or policy implementation (e.g. reporting obligations, licensing or permitting systems, registries, data processing and visualisation);
• Experience managing products in an ecosystem where GUI front ends and machine-to-machine interfaces must remain aligned;
• Experience with products deployed on public cloud environments and using managed services (e.g. database, object storage, logging/monitoring, etc.);
• Experience in Agile methodologies;
• Experience preparing decision material and reporting for senior management and governance bodies;
• Ability to specify and validate conceptual API designs (REST/JSON or equivalent) and to ensure that API capabilities support business and legal needs;
• Ability to drive user requirements and data publication in terms of a compelling narrative and visual data stories;
• Understanding of operational constraints and opportunities in using centralised corporate solutions and/or cloud-based solutions (availability, observability, security, cost implications) and ability to factor these into product decisions;
• Familiarity (conceptual, not necessarily hands-on) with technologies similar to those in the current stack (e.g. Java EE/WebLogic, Spring/JPA, Oracle databases, S3-like storage, Elasticsearch, Angular-based front ends);
• Good knowledge of the Agile toolkit (e.g., JIRA, Confluence, Balsamiq, Gliffy, etc., or equivalent);
• The following certifications are required: Product Owner / Agile certifications such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO I/II), SAFe Product Owner/Product Manager or equivalent;
• Additional relevant certifications (e.g. ITIL for service lifecycle, cloud platform foundations, data protection / security) will be considered an asset;
• Excellent command of the English language.
