POSITION: Expanded Learning Opportunities Program (ELO-P) Coordinator
REPORTS TO: Assistant Superintendent (or designee)
WORK DAYS: 248 Days (Calendar I)
JOB DESCRIPTION The Expanded Learning Opportunities Program (ELO-P) Coordinator serves as the central organizer and systems leader for Vista Charter Public Schools’ Expanded Learning Opportunities Program (ELO-P) and organization-wide student travel initiatives.
This position ensures that expanded learning programming eff ectively supports student achievement, closes the opportunity and achievement gap, and aligns with the organization’s academic priorities. The ELO-P Coordinator will work collaboratively with site leaders, after-school providers, instructional teams, and central offi ce staff to design, monitor, and continuously improve high-quality programming beyond the traditional school day.
In addition, this role will lead the development and implementation of a comprehensive, organization-wide student travel program that expands access to experiential learning aligned to Vista’s mission and Global Competencies.
MAJOR DUTIES AND RESPONSIBILITIES
Expanded Learning (ELO-P) Leadership
1. Serves as the central coordinator for all ELO-P programming across the organization.
2. Develops and maintains systems to ensure compliance with state ELO-P requirements, grant conditions, and reporting timelines.
3. Collaborates with site administrators and after-school providers to design high-quality programming aligned to student academic needs, with an emphasis on literacy and mathematics acceleration.
4. Uses student achievement data (iReady, ELPAC, CAASPP, grades, attendance, etc.) to inform programming decisions and ensure ELO-P supports students most impacted by learning gaps.
5. Establishes clear expectations, implementation benchmarks, and monitoring systems to ensure program quality and consistency across sites.
6. Facilitates regular meetings with after-school partners to align goals, review data, and problem-solve implementation challenges.
7. Coordinates staffing plans, schedules, and resource allocation for expanded learning programs in partnership with Human Resources and site leaders.
8. Monitors program budgets, expenditures, and reporting requirements to ensure fi scal responsibility and sustainability.
9. Develops and leads professional development for expanded learning staff aligned to organizational priorities.
10. Creates evaluation tools and annual reports demonstrating program eff ectiveness and impact on student outcomes.
Organization-Wide Student Travel Program Leadership
1. Designs and implements a comprehensive student travel framework aligned to Vista’s mission and Global Competencies (Investigate the World, Weigh Perspectives, Communicate Ideas, Take Action).
2. Develops standardized processes, proposal templates, timelines, and approval systems for student travel across the organization.
3. Ensures all travel experiences meet safety, compliance, and risk management requirements.
4. Collaborates with school leaders to expand equitable access to local, national, and international learning experiences.
5. Coordinates logistics including transportation, vendor partnerships, documentation requirements, and communication systems.
6. Establishes budget oversight systems and fundraising guidance to support fi nancially sustainable travel opportunities.
7. Develops family-facing communication materials and informational sessions to ensure transparency and participation.
8. Builds strategic partnerships with community organizations and educational travel providers.
9. Tracks participation data and evaluates program impact on student engagement, academic performance, and college/career readiness.
Organizational Leadership
1. Works collaboratively with site administrators and central offi ce departments to align expanded learning and travel initiatives with organizational goals.
2. Supports strategic planning eff orts related to student enrichment, acceleration, and experiential learning.
3. Prepares board reports and presentations as needed.
4. Completes other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS
● Bachelor’s Degree required
● Master’s degree preferred
● Valid California Administrative Credential preferred
● Minimum 3–5 years of successful leadership experience in education (site or central offi ce level preferred)
● Experience overseeing expanded learning, after-school programs, or enrichment initiatives strongly preferred
● Demonstrated experience managing budgets and grant-funded programs
● Strong project management and systems-building skills
● Knowledge of state compliance requirements related to expanded learning programs
● Excellent organizational skills and attention to detail
● Strong analytical and problem-solving skills
● Ability to communicate eff ectively (verbal and written)
● Demonstrated ability to build strong partnerships with internal and external stakeholders
● Bilingual in Spanish desirable
● Must be computer literate and profi cient in Google Suite and Microsoft Offi ce
