ABOUT US
Co-operative Housing Ireland (CHI) is the national organisation representing, promoting and developing co-operative housing in Ireland. Since our foundation in 1973 we have provided over 5,700 homes through homeownership, shared ownership and social rented co-operatives. As an Approved Housing Body (AHB), we work with various stakeholders in the housing sector, including Local Authorities, Government, aspiring homeowners, tenants and developers. We currently manage nearly 7,000 properties across Ireland.
ROLE OVERVIEW
To lead the development, procurement, mobilisation and ongoing management of environmental services across CHI’s portfolio, including grounds maintenance, arboriculture and cleaning.
The role will establish a clear operating model, implement robust contract management and performance frameworks, and ensure services are delivered safely, consistently and to defined organisational standards.
WHAT YOU WILL DO
Strategic Leadership:
Develop and implement a national environmental services strategy aligned to organisational growth.
Establish a clear, scalable operating model for service delivery.
Lead the transition from a reactive, locally managed approach to a structured and centrally governed model.
Drive continuous improvement, innovation and long-term service development.
Procurement & Contract Management:
Lead or support procurement of environmental services contracts, including specification development and contract structuring.
Oversee contractor mobilisation, ensuring services are effectively established from day one.
Manage end to end contract lifecycle, including performance, compliance and commercial control.
Ensure contractors deliver consistent quality, value for money and adherence to CHI standards.
Service Delivery & Performance:
Oversee delivery of grounds maintenance, arboriculture, cleaning and related services across all schemes.
Develop and implement KPIs, SLAs and performance frameworks.
Establish structured audit and inspection regimes.
Ensure consistent service standards and visible outcomes across the portfolio.
Systems, Data, & Reporting:
Implement systems to support service delivery, including contractor portals, audit tools and GIS integration.
Develop performance dashboards and reporting.
Use data and insight to monitor performance, challenge contractors and drive improvement.
Improve transparency and visibility of service delivery across the organisation.
Compliance, Health & Safety:
Ensure full compliance with all relevant legislation and regulatory requirements.
Oversee contractor health and safety management, including RAMS, audits and inspections.
Lead on key risk areas including tree safety, play area compliance and contractor assurance.
Establish robust compliance and governance processes.
Asset & Environmental Management:
Develop and implement tree and environmental asset management strategies.
Establish inspection regimes and planned maintenance programmes.
Support biodiversity, planting and estate improvement initiatives.
Contribute to long term landscape and environmental planning.
Customer & Resident Engagement:
Work collaboratively with neighbourhood and community engagement teams to enhance tenant involvement.
Support estate walkabouts, feedback mechanisms and local engagement initiatives.
Help translate service delivery into visible improvements for residents and communities.
Operational Integration:
Provide guidance and support to neighbourhood teams in monitoring service delivery.
Define clear roles and responsibilities between central and local functions.
Ensure effective coordination between operational delivery and tenant engagement.
WHAT YOU WILL BRING
Essential Requirements:
Proven experience managing outsourced, multi-site service contracts.
Strong contract management and procurement experience.
Experience delivering services through KPIs, SLAs and performance frameworks.
Strong understanding of health and safety and contractor compliance.
Experience implementing service improvements, systems or operational models.
Ability to analyse data and produce meaningful performance reports.
Strong stakeholder management and influencing skills.
Full driving licence and access to a vehicle.
Permission to work in the Republic of Ireland.
Desirable Requirements:
Experience in housing, facilities management or estate services.
Knowledge of grounds maintenance, horticulture, arboriculture and / or cleaning services.
Relevant professional qualification.
