Job Description

Logistic Specialties, Inc. (LSI), the Aviation Logistics Support Contractor for the CAL FIRE Aviation Management Unit (AMU), has an upcoming opening for an Environmental Health & Safety Supervisor.

Overview:  

Under the general direction of the CAL FIRE Aviation Safety Officer, Business Services Officer, and Aviation Logistic Support Manager, this position provides direction, sets objectives, establishes metrics, and reports status for the safety program.  This position is responsible for the contractual safety requirements established by CAL FIRE and performs the following tasks:

 

This is a lead position and provides oversight for at least two (2) facility maintenance workers. The position will perform the following tasks.  

 

Develop/monitor/facilitate the Industrial Safety, Training, and Environmental program:

Monitor and facilitate the Industrial Safety, and Environmental Program.

Use as template for program development, and to ensure/verify there are no gaps use the Logistic Specialties Inc. Injury and Illness Prevention Plan (IIPP), the CAL-OSHA Title 8 sections 5192 and 5194.

Supervise site risk and safety surveys for all new positions.

Review and update programs annually as required.

Review and approve all new and proposed job activities for safety and health compliance:

As an example, provide the CAL FIRE aviation safety officer updated IIPP for annual training along with all required documents.

Assist project managers in obtaining and complying with federal, state, and county regulatory requirements (OSHA, CALOSHA, EPA, Regional Water Quality, Regional Air Resources Quality Board)

by maintaining and updating a digital status sheet annually, at a minimum for all compliance permit renewals and reporting dates.

Oversee all industrial safety investigations and reporting in cooperation with CAL FIRE:

Use the LSI accident investigation form to report safety issues and provide after-incident reports.

Work with the CAL FIRE Aviation Safety Officer to conduct safety investigations and report findings to management.

Audit all sites for environmental, health, and safety compliance matters.

For audit of all applicable sites, the ISTC will conduct annual Environmental, Health & Safety base reviews along with Tactical Air Operation (TAO) as a SME (Subject Matter Expert) using the EH&S base review template.

Provide documented reports containing findings and recommendations to TAO and AMU.

Audit hazardous waste to ensure items are secured in accordance with Title 8 5192

Review and approve health and safety programs and risk management related issues for all Contractors/subcontractors in cooperation with CAL FIRE:

Use the CAL FIRE IIPP and safety Intranet, LSI IIPP, and CAL-OSHA Title 8 sections 5192 and 5194 to review and approve health, safety, and risk management programs. LSI exceeds this requirement with additional education courses at no additional cost to CAL FIRE.

Update safety and health policies and procedures to assure compliance with regulatory changes.

Use the CAL FIRE IIPP and safety Intranet, LSI IIPP, and CAL-OSHA Title 8 sections 5192 and 5194 to annually review and update the programs and procedures as required. Should a regulatory change be released before the annual review, incorporate changes as soon as released.

Provide overall leadership to staff regarding safe practices and behavior.

Demonstrate leadership by example and use the MBWA concept. Conduct multiple daily impromptu walk arounds to ensure safe practices are being followed.

Oversee and maintain Hazardous Material, (HazMat), handling operations, to include disposal of HazMat generated onsite and at remote locations:

Verify compliance for handling and disposal of hazardous materials. Use on-going training in accordance to Title 8 5192 to maintain compliance.

Maintain a record of all manifests for a minimum of three years for verification of proper disposal.

Provides guidance to Facility Maintenance Worker(s) for safe-handling and disposal of hazardous material:

Verify facility maintenance workers use proper methods for handling and disposal of hazardous waste. Use the 40-hour Hazwoper and CAL-OSHA 30-hour compliance classes and Title 8 5192.

Ensure through online certification, facility maintenance workers complete annual Hazwoper recertification classes.

Train required personnel in the area of handling and disposal of hazardous material and operation of State and Company supplied machinery/equipment:

Ensure training is provided and document completion certificates for all qualified personnel that handle and dispose of hazardous materials and operate state and company equipment. Annual refresher courses are provided through a local vendor.

Establish training in all State and company supplied machinery/equipment using factory manuals and best commercial practices.

Perform and document monthly compliance inspections and participate in regular safety meetings; and

Conduct multiple daily facility walks using MBWA.

Identify safety issues immediately to the Lead in charge of the area. If the safety issue is not resolved in a timely matter, send an email to both LSI and CAL FIRE management.

Check documented inspections for fire extinguishers, emergency eye wash stations, and AEDs.

 Assist the Aviation Safety Officer with the quarterly safety meeting and provide feedback and           recommendations as required.

  Other duties as assigned.

 

Essential Duties and Responsibilities:

Accomplish requirements set forth in the Industrial Safety Checklist

Knowledge of principles and practices of industrial safety with the ability to interpret and apply; federal, state, and local regulatory requirements.

Comprehensive knowledge of CalOSHA, California State Fire Codes DOT, EPA, NEC, etc.

Knowledge, analytical, persuasion, and problem-solving skills relative to health, safety, environmental, and business matters

Comply with CAL FIRE approved work attire

Adherence to CAL FIRE’s Information Technology (IT) Acceptable-Use Policy

Responsible for safeguarding all CAL FIRE and LSI property and equipment provided. Ensure that all governmental facilities, property and materials are left secured

Adhere to CAL FIRE’s Installation Security Program

 
Desired Experience, Skills, and Education:

Knowledge of principles and practices of industrial safety with the ability to interpret and apply federal, state, and local regulatory requirements.

Comprehensive knowledge of CalOSHA, Department of Transportation (DOT), EPA, California State Fire Codes, and other similar regulations and standards.

Excellent written, verbal, and interpersonal skills.

Knowledge, analytical, persuasion, and problem-solving skills relative to health, safety, environmental, and business matters.

Capable of assimilating, evaluating, and reporting critical safety information.

Knowledge of Worker’s Compensation and Risk Management.

Possess excellent computer skills including working knowledge of Microsoft Office applications.  

Bachelor of Arts or Bachelor of Science degree in Industrial Safety or related discipline.

40-hour Hazardous Waste Operation (Hazwoper) training

(This does not have to be current if the candidate’s present duties involve hazardous waste storage and disposal)

30-hour CAL/OSHA compliance course

Desired in a minimum of one (1) inspection conducted by the Depart of Toxic Substance Control (DTSC)

Desired in a minimum of one (1) inspection conducted by the Fire Department / Fire Marshal

Desired only participating in a minimum of one (1) inspection conducted by CAL/OSHA

Program development knowledge of:

Injury Illness Prevention Plan (IIPP)

Hazard Communication Plan (Hazcom)

Facility inspections

Hazardous Materials Business Plan (HMBP)

3 years working in EH&S or similar field
