Working in the Lanes Group this position is crucial in maintaining our high standards of training delivery and compliance across our Transport for London (TfL) contracts. Working as part of our operations team and reporting to the Contract Manager, this role will ensure the successful implementation and continuous development of all Strategic Labour Needs and Training (SLNT) commitments.
As the Emerging Talent Coordinator (Known internally as 'SLNT Coordinator') they will be the organisation's nominated responsible person for the implementation, coordination, reporting, and continuous development of all Strategic Labour Needs and Training (SLNT) commitments under our TfL contracts. Acting as the single point of contact between the company, Transport for London (TfL), and supply chain partners, they will ensure all apprenticeship, social value, employment, diversity, and skills outcomes are achieved in line with the Agreed SLNT Plan, the Implementation Plan, and the TfL Skills & Employment Strategy.
Key Responsibilities
SLNT Planning & Delivery
Develop, implement, and maintain the Agreed ALNT Plan and associated Implementation Plan for each TfL contract.
Coordinate apprenticeship recruitment, social mobility initiatives, educational engagement and targeted placement activities.
Manage partnerships with training providers, charities, employability groups and educational institutions
Monitoring & Compliance
Work with the Performance Manager to prepare and submit Quarterly SLNT Monitoring
Reports within 10 working days of each quarter end, detailing performance against agreed
outputs.
Track and evidence all SLNT activity including apprentice starts, completions, job starts,
placements, and engagement days.
Maintain full records to support audit and compliance checks by TfL.
Stakeholder Engagement
Act as the primary point of contact for all TfL personnel on SLNT matters.
Coordinate regular progress meetings with TfL’s Supplier Skills Manager and relevant internal
teams.
Ensure subcontractors are aligned with SLNT objectives and provide complete and accurate
reporting of their activities.
Continuous Improvement & Risk Management
Review and update the SLNT Plan annually or when required by TfL to reflect changes to
services, legislation, or company strategy.
Identify risks to SLNT delivery and implement mitigation measures proactively.
Support audits and respond to any SLNT Infractions to prevent non-conformance under the
performance measurement framework.
In addition to these functions outlined above, personnel are required to carry out such other duties as may be reasonably required to support the objectives of the Group/Company/ Region/ Division.
Skills and Experience Required:
Proven experience delivering apprenticeship, training, social value, or skills programmes within a
regulated or infrastructure environment.
Excellent knowledge of the UK apprenticeship frameworks, funding mechanisms, and social mobility
initiatives.
Strong stakeholder management skills, particularly with public sector clients (e.g. TfL, local
authorities).
Competent in data management, compliance reporting, and use of monitoring
templates/spreadsheets.
Understanding of equality, diversity, and inclusion strategies and their application in workforce
planning.
Highly organised, proactive, and confident working across multiple concurrent projects/contracts.
Desirable:
CIPD qualification or equivalent HR/L&D certification
Experience working with Transport for London or similar public sector clients
Project Management qualification (Prince2, APM, or similar)
Knowledge of TfL Skills & Employment strategy
