Dry Utility Consulting is an expanding service line that supports KPFF project teams and clients by managing one of the most schedule‑critical elements of development: utility planning and coordination. 
Position Overview 
The Dry Utility Consultant provides strategic coordination, planning, and advisory services for dry utility infrastructure on development and infrastructure projects. Dry utilities typically include electric power, natural gas, telecommunications, cable, and fiber‑optic systems. The role serves as the primary point of coordination between developers, design teams, contractors, jurisdictions, and utility service providers throughout the project lifecycle.  
 
The Dry Utility Consultant acts strictly as a coordinator and design advisor, working closely with utility agencies while recognizing that ultimate decisions, schedules, and fees remain under the control of the utility providers.  
 
Key Responsibilities 
Utility Planning & Feasibility 
• Review site plans and development programs to evaluate dry utility availability and constraints 
• Coordinate with utility providers to confirm service requirements, capacity, and phasing 
• Identify required off‑site improvements, system upgrades, or undergrounding conversions 
• Develop early‑stage utility infrastructure budgets and utility risk assessments  
Utility Coordination 
• Serve as the primary liaison between clients, engineers, contractors, and utility companies 
• Develop ongoing relationships with the utility providers and planners 
• Manage coordination with power, gas, and communications providers throughout planning, permitting, design, and construction 
• Track utility milestones, long‑lead items, and critical path impacts 
• Resolve conflicts through proactive communication and multi‑party coordination  
Design & Construction Support 
• Support civil and site design teams with utility layouts, easements, and service routing 
• Review utility plans and construction documents for coordination consistency 
• Assist during construction with utility scheduling, relocations, temporary services, and permanent service installations 
• Provide issue escalation and problem‑solving support when utility challenges arise  
Client & Internal Support 
• Prepare clear utility narratives, exhibits, and schedule inputs for proposals and client updates 
• Educate internal KPFF teams on utility processes, risks, and best practices 
• Support business development efforts related to dry utility consulting services 
• Help advance KPFF’s dry utility workflows, templates, and tools  
Qualifications 
Required 
• Experience in infrastructure planning  
• Strong communication and organization skills 
• Ability to manage multiple utility providers and stakeholder interfaces simultaneously 
Preferred 
• Experience working with Southern California utilities (e.g., electric, gas, telecom) 
• Understanding of undergrounding, service upgrades, and off‑site utility improvements 
• Experience supporting urban infill, mixed‑use, or institutional projects 
• Background in civil/site design coordination or construction support

Compensation: The base salary for this role is competitive and will be determined based on the candidate's experience, education, and skills. The expected Salary for this position is $60,000 - $75,000. Additionally, we offer performance-based bonuses to recognize and reward outstanding contributions in each Reporting Center. During the interview process, we'll provide detailed information and address any questions you may have about the overall compensation package and benefits.
