The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs.

Housing Services Administration is a division of New York City’s Department of Social Services that oversees housing stability and rehousing efforts. HSA administers rental assistance, housing supply, and placement programs to help individuals and families exit shelter, prevent homelessness, and secure safe, affordable housing across the city.

The Human Resources Administration (HRA) is recruiting for one (1) Administrative Staff Analyst (NM-II) to function as a Director of Supportive Housing, who will:

- Work closely with the Executive Director and other HRA executive staff to ensure that the overall goals of the SRO Supportive Housing program are clear and conform to the mandates of the New York State Supportive Housing Program (NYSSHP).

- Provide leadership and project management on new contract awards and amendments.

- Facilitate communication with ACCO and Finance to ensure all amendments and contract initiatives are processed in a timely manner. Monitor interagency efforts to ensure that deliverables and milestones developed are met.

- Conduct regular meetings with program and interagency program staff to ensure continuity of service. Develop processes for monitoring and ensuring contract funds are spent fully and effectively. Identify specific operational challenges in the short and long term and develops solutions.

- Advise the Executive Director and Assistant Deputy Commissioner on critical issues impacting the effectiveness of the division. Analyze issues and problems and recommends solutions.

- Participate in reviewing new supportive and affordable housing proposals submitted to DSS/HRA.

Hours/Schedule: Monday – Friday 9am – 5pm

ADMINISTRATIVE STAFF ANALYST ( - 1002D

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
