Salary Range: $122,237.64 - $164,755.08*

Location: Seattle, WA; In person 3 days a week

Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and provide oversight and accountability for the funding of emergency services for people experiencing homelessness. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Services include: emergency shelter, transitional housing, tiny home villages, rapid re-housing, permanent supportive housing, day centers, and severe weather responses.

Team Overview

The Programs Department is responsible for managing homelessness services contracts, conducting procurements for homelessness services in King County, administering the Coordinated Entry System, fulfilling the functions as the Continuum of Care Lead Entity, and overseeing the activation of increased homelessness services capacity during emergencies, such as severe weather. The Director of Emergency and Housing Services serves in a leadership capacity on this team and holds responsibility for the oversight and administration of more than $200 million in homelessness services contracts. The Emergency Services and Housing Stability teams report to the Director of Emergency and Housing Services.

Role Description

The Director of Emergency and Housing Services works directly with the Chief Program Officer to fulfill KCRHA’s responsibility to systematically and efficiently manage contract creation, execution, monitoring, and analysis to maximize financial and operational performance, minimize risk, and achieve the exemplary delivery of homelessness services throughout King County. The Director has substantial expertise in the delivery of homelessness services, management of public contracts, and supervision and development of staff. Two teams totaling more than ten full-time employees report to the Director.

Accountabilities

Staff Supervision and Development

Supervise and mentor staff in the Emergency and Housing Services (EHS) Division, by establishing work goals and objectives, training in contract management to improve quality and consistency, professional development, workplace expectations, performance reviews, and onboarding or improvement plans.

Utilize change management techniques and effective communication to ensure implementation of key activities in the life cycle of contracts.

Use differentiated management approaches to support success, growth and development of a diverse workforce.

Guide and support staff in completing unanticipated requests or issues related to projects funded by KCRHA, including project closures and openings, community engagement challenges, site relocation and startup, and system-wide reporting and analysis.

 

Manage Processes and Contract Execution

 

Provide vision and leadership to continually improve the effectiveness, efficiency, and equitable outcomes of KCRHA’s contracting processes within the limits of local, state, and Federal laws and regulations.

Organize division-wide processes, such as contract renewal, routine monitoring, contract support, in-depth monitoring reviews, and spend down exercises.

Assess and improve work processes and procedures to improve and support all stages of contracting.

Identify, recommend, and implement continuous quality improvement opportunities for contracting and the delivery of homelessness services, including program design, data-informed performance measurement, budgets and invoicing, technical assistance, and provider partnerships.

Collaboratively create and maintain agency-wide contracting policies and

Develop and maintain expertise in contract management, procurement, and data systems utilized at KCRHA, including Salesforce and Clarity.

 

Internal and External Collaboration

 

Work collaboratively as a team member both internally and externally with staff, other KCRHA teams and departments, service providers, partner agencies, and members of the public.

Operate in a politically sensitive environment, with nuance and attention to

Maintain relationships with managers and leadership at partner agencies to ensure high-quality delivery of services and responsiveness to emerging needs.

Minimum Requirements

Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.

5+ years of experience in positions managing and overseeing the expenditure of homelessness services funding and/or operating homelessness services at the management or leadership level.

5+ years of direct supervisory experience including mentoring, coaching, and supporting teams of three or more people.

Strong verbal and written communications skills 

Experience in external affairs, strategic partnership building and/or program oversight 

Proficiency/comfort using technology and data, including Microsoft Office Suite 

 

Additional Requirements

Experience with government and community stakeholders in King County

Valid Washington State Driver's License

Ability to travel up to 10%, in state and out-of-state
