Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and administering the funding of emergency services for people experiencing homelessness — to provide oversight and accountability. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Crisis response includes services that support those who are not yet in permanent housing such as: Emergency shelter, Transitional Housing, Tiny Home Villages, Rapid Re-Housing, Day Centers, and Severe Weather shelter.

Team Overview

The Programs Department is responsible for managing homelessness services contracts, conducting procurements for homelessness services in King County, administering the Coordinated Entry System, fulfilling the functions as the Continuum of Care Lead Entity, and overseeing the activation of increased homelessness services capacity during emergencies, such as severe weather. The Director of Continuum of Care Functions serves in a leadership capacity on this team and manages KCRHA’s functions to meet Federal and system-wide functions. Flexibility and cross-functional collaboration are key skills that contribute to this division’s success.

Role Description

The Director of CoC Functions works directly with the Chief Program Officer to oversee and manage a variety of projects, functions and workflows that are critical to the agency's role as the CoC lead entity. This role requires a passion for ending homelessness, outstanding critical and analytical thinking, excellent interpersonal communication skills, strong planning and project management experience, and familiarity with Federal homelessness requirements. The Director has substantial experience with CoC funding and coordinated entry and the associated Federal requirements. This role works collaboratively with other divisions within the Programs Department and across KCRHA.

Accountabilities

Management of Coordinated Entry and Lead Entity Role

 

Lead and coordinate the teams responsible for coordinated entry, managing the Continuum of Care Board and membership, monitoring KCRHA’s performance in administering Federal funds, and completing applications for Federal funding.

Give strategic direction and support continuous quality improvement on initiatives and projects to improve Coordinated Entry and KCRHA’s performance as the lead entity for the WA-500 Seattle/King County CoC.

Develop partnerships and collaborative relationships, such as CoC Board representation, with other service systems, including health providers, behavioral health, workforce development, public housing, businesses, and the criminal legal system.

Support the engagement of people with lived experience of homelessness in KCRHA’s governance and program monitoring, such as the Continuum of Care Board and work groups, Youth Action Board, and as general member of the CoC.

Ensure the submission of high-quality applications for Federal funding and strong performance in managing Federal funds.

Maintain awareness of emerging best practices, both locally and across the country, and maintain relationships with innovators and partners in the sector to support initiatives at KCRHA. 

Maintaining and updating policies and procedures in alignment with best practices and evidence-based approaches, as well as federal and state guidance

Experience with grant and program budget activities, including detailed management of multiple federal and state-level grants budgets and allocation of funds for various programs and contracts.

Reviewing and facilitating contract monitoring to ensure compliance with program and grant requirements.

Analyzing qualitative and quantitative data to evaluate the Continuum of Care's effectiveness and overall performance, including progress on the System Performance Measures and local goals. 

Stakeholder Engagement

 

Collaborate with CoC Board, CoC members, service providers, people with lived experience, and other stakeholders to identify areas for the improvement of coordinated entry the CoC.

Collaborate with key partners, providers and stakeholders, including elected officials, Department Heads, Executive branch staff and legislative staff to provide updates related to KCRHA’s work and maintain awareness of important policy issues related to KCRHA. 

Work with groups and individuals representing or having lived experience of homelessness to evaluate programs and policies and identify areas for improvement. 

Organizational Coordination

 

Supervise two managers with collective responsibility for nine or more staff. 

Collaborate with the Emergency and Housing Services Division on the daily management of contracts that receive CoC funding, such as monitoring spending and performance data and developing program guidelines and manuals for operations.

Work with agency leadership and other KCRHA teams on the administration of HUD grants, including submission of annual performance reports and collaboration with other agencies directly receiving CoC funding.

Other duties as assigned.

Minimum Requirements

Fluency in equity and racial justice concepts and language, understanding their privilege and power, and bringing equity impact analysis to life in the context of their tasks.

7+ years of expertise in CoC and Coordinated Entry requirements, including five or more years of experience in positions managing the expenditure of CoC funds and/or operating coordinated entry systems. 

5+ years of direct supervisory experience including mentoring, coaching, and supporting teams. 

Strong verbal and written communications skills.

Experience in external affairs, strategic partnership building and/or program oversight. 

Proficiency/comfort using technology and data, including Microsoft Office Suite. 

 

Additional Requirements

Experience with government and community stakeholders in King County 

Valid Washington State Driver's License 

Ability to travel up to 10%, in state and out-of-state 

Experience in project management, operations and stakeholder engagement 

Exceptional planning, organizing, and prioritizing skills to manage a diverse workload, multiple demands, and deadline sensitive projects 

A high level of customer service orientation and attention to detail, accuracy, timeliness 

Ability to provide and accept feedback 

Ability to work in and across several communication platforms, including social networks and cloud-based systems 

Must be able to lift up to 15 pounds at times
