The Office of Community Outreach (OCO) is dedicated to expanding access to information and resources about HRA and DHS programs in the community by bringing services directly into the community and by partnering with and serving as a resource to community-based provider organizations serving HRA and DHS clients and applicants. Community Education is dedicated to ensuring that all New Yorkers, including community-based providers, have access to presentations and trainings about HRA and DHS benefits and programs. Community Education leads presentations in the community, provides in-person and virtual trainings, coordinates and participates in panels, and compiles and disseminates communications to a network of community stakeholders.

The Office of Community Outreach (OCO) is recruiting one (1) Administrative Community Relations Specialist NM-II to function as a Director of Community Education.

Under the general supervision of the Executive Director of Community Engagement, with wide latitude for independent judgment and action, the Director of Community Education oversees the development and coordination of a community education program aimed at disseminating information to community-based organization providers and advocates in the community about HRA and DHS benefits, programs and services. The Director leads special projects and the expansion of online, remote outreach services.

Director of Community Education will:

- Lead a unit that conduct presentations and workshops in the community to increase awareness of HRA and DHS benefits, procedures, and requirements, with a focus on increasing access through collaboration with community-based providers. Supervise the Community Education Manager and a team of Community Educators.

- Establish and maintain positive working relationships with community-based organizations and other community-serving partners, including other City agencies, community leaders, and faith-based leaders, etc.

- Lead special projects and other assignments, including innovative restructuring efforts and expansion of online, remote outreach services as appropriate.

- Oversee the development of online educational content for a public audience through key collaborations with internal and external stakeholders, drawing on resources available through the Office of Community Marketing, Business Process Innovation and Design, the Public Engagement Unit, philanthropic funding, and other strategic external partners, including volunteers and interns, to develop resources for community education and learning.

- Prepare thorough reports of all in-person and virtual presentations, panels, and trainings on a weekly, monthly, quarterly, and annual basis. Identify key data metrics and proposes improvements to data tracking and reporting.

- Direct the development of training curricula and talking points. Identify needs across programs and services. Ensure that all Community Educators are familiar with key updates and new initiatives.

- Lead the production of communications to external stakeholders, including recurring newsletters and special announcements. Track the agency weekly newsletter through production and review, ensuring that deadlines are met by the Manager and other stakeholders.

Work Location: 4 WTC- 150 Greenwich Street, New York, NY 10007

Hours/Schedule: Monday - Friday, 9am - 5pm

ADMIN COMMUNITY RELATIONS SPEC - 1002F

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
