We are seeking a senior technology leader to define and scale next-generation digital health infrastructure at a national level. As Director – Digital Health Architecture & Interoperability, you will lead the design of secure, standards-driven, and population-scale health platforms that power registries, screening initiatives, and health information exchange ecosystems.
This role requires deep architectural expertise combined with the ability to operate in policy-driven, multi-stakeholder environments. You will translate public health priorities, regulatory mandates, and clinical workflows into robust enterprise architectures that enable seamless and secure health data exchange across institutions.
Key Responsibilities
Enterprise Architecture for Public Health Systems
Define and lead reference architectures for large-scale national and state-level digital health platforms.
Design resilient, high-availability systems capable of managing millions of patient and longitudinal health records.
Establish scalability models that support evolving healthcare programs and policy initiatives.
Interoperability & Standards Leadership
Own interoperability strategy across platforms, partners, and vendors.
Define and govern HL7 FHIR (R4/R5) profiles, APIs, and implementation frameworks.
Establish consistent data exchange patterns to enable seamless integration between disparate clinical and administrative systems.
Guide the implementation of registry-based and federated Health Information Exchange (HIE) architectures.
Foundational Registry & Identity Architecture
Architect and oversee implementation of core registries such as:
Master Patient Index (MPI) / Client Registry
Health Provider & Workforce Registries
Facility and Services Registries
Define identity resolution, de-duplication, and unique identification strategies across ecosystems.
Data Architecture & Transformation
Design canonical data models aligned with international health standards.
Lead transformation of legacy clinical datasets into standardized FHIR-based resources.
Enable analytics-ready architectures supporting surveillance, screening, and decision support systems.
Security, Privacy & Compliance
Embed privacy-by-design and security-by-design principles across system blueprints.
Architect consent management, access control, and secure identity frameworks using modern authentication standards.
Ensure compliance with national health data governance policies and global data protection principles.
Governance & Technical Stewardship
Establish architecture review boards and governance processes.
Produce comprehensive technical blueprints, integration guides, and architectural decision records.
Serve as the senior authority on architecture for national digital health initiatives.
Strategic Stakeholder Engagement
Advise public health authorities, government bodies, and clinical leaders on technical strategy.
Translate regulatory frameworks and policy mandates into executable system designs.
Collaborate with engineering teams and implementation partners to ensure architectural alignment.
Experience & Qualifications
8+ years of experience in enterprise or solution architecture roles.
3+ years in digital health, health information systems, or public health technology environments.
Demonstrated experience delivering large-scale health data platforms or e-health programs.
Proven ability to operate in multi-stakeholder, government-led ecosystems.
Technical Expertise
Interoperability Standards: HL7 FHIR (R4/R5), HL7 v2, DICOM
Clinical Terminologies: SNOMED-CT, LOINC, ICD-10/11
Architecture Frameworks: TOGAF, IndEA, or similar enterprise methodologies
Health Information Exchange: Registry-based and federated exchange models
Security & Identity: OAuth2, OpenID Connect, encryption frameworks, consent management
Data Platforms: Large-scale population health data processing and analytics systems
Infrastructure: Experience designing secure, resilient on-premise or hybrid architectures
