The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

The Bureau of Printing and Distribution Services consists of the Print and Mail Distribution units that provides production and mail processing, high resolution digital printing, copying, collating, binding, packing, and distribution of such materials as letter, forms, brochures, procedures, manuals, newsletters, pamphlets, flyers, directories, and other publications.

General Support Services/Bureau of Printing and Distribution Services is recruiting for one (1) Administrative Printing Services Manager M-II to function as Director of Bureau of Printing & Distribution Services who will:

- Direct the Agency’s delivery of print and mail services through planning, policy and procedure formulation, coordination of functions, and by providing guidance to unit directors and staff.

- Responsible for planning, implementing, and reviewing staff utilization to efficiently deliver support services such as printing, mailing to Agency program and administrative areas; direct, coordinate, and controls the activities of administrative and production staff engaged in mail processing, digital printing, copying, collating, binding, packing, and distribution of printed materials through subordinate supervisory staff; oversee operations which require quantitative cost analyses to determine the maximum efficiency for utilization of staff machines and equipment.

- Determine appropriateness and cost effectiveness of machinery to be used and applicability of state-of-the-art techniques for the printing, mailing, and binding of materials; determine requirements for and ensure proper stock of supplies, including paper, envelopes, supplies including inks.

- Direct a computer-based management information system and provide technical expertise for contract and procurement coordination involve in purchases of supplies and equipment.

- Prepare and make budget recommendations to the Executive Director; develop reports and queries with order tracking system and ensure inventories are accurate and job orders are efficiently routed to job completion; direct reporting units in achieving management goals.

- Formulate reports and recommendations for the Executive Director on OCM/OMPRM initiatives, evaluate performances statistics, determine if planned service levels have been attained, and develop corrective action plans when necessary.

- Additionally, the Director will establish and ensure adherence to schedules to meet objectives and demands by program and administrative areas; review actual vs. planned outputs and takes corrective action when production goals are not met; estimate manpower needs and select and train staff to perform specialized work; and ensure a safe and orderly work environment through periodic facilities maintenance and machinery inspections.

ADMINISTRATIVE PRINTING SERVIC - 10096

1. Five years of full-time technical printing experience in a large print shop encompassing a wide variety of operations including off-set and letter press experience, hot and cold type methods (linotype, varitype, make-up), binding, etc., including 18 months in a supervisory capacity over workers performing a wide variety of printing press or bindery operations; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the 18 months of supervisory experience as described in "1" above.
