About the Role

We are seeking a Digital Business Analyst passionate about data, policy, and digital innovation — someone who thrives at the intersection of public service design, technology, and AI. (Immediate Start)

In this role, you will help translate complex policy objectives into actionable digital requirements, leveraging AI-powered tools to accelerate research, workflow mapping, and documentation. You’ll support the design and implementation of next-generation digital platforms that make government smarter, faster, and more responsive.

This position offers a unique bridge between policy and technology — ideal for individuals who aspire to move into Product Management, Digital Transformation Leadership, or Technical Solution Design within the public sector.

Key Responsibilities

• Policy-Driven Business Analysis
• Collaborate with policymakers, data teams, and digital specialists to identify opportunities for digitization, automation, and AI enablement in public services.
• Translate policy intents, service mandates, and operational rules into structured digital requirements and user journeys.
• Use AI-assisted tools (e.g., ChatGPT, Copilot, Notion AI, Miro AI) to draft Business Requirement Documents (BRDs), user stories, acceptance criteria, and workflow/process maps.
• Analyze cross-agency workflows to identify integration, data-sharing, and interoperability needs aligned with national digital strategies.
• Digital Transformation Enablement
• Map existing service delivery processes and co-design digital-first workflows that enhance efficiency, transparency, and citizen experience.
• Collaborate with data architects and product teams to ensure new systems are aligned with policy outcomes and compliant with governance frameworks.
• Leverage AI and data tools to uncover insights, model scenarios, and support evidence-based policymaking.

Requirements:
Requirements, Delivery & Testing

• Participate in agile delivery cycles - refining user stories, supporting backlog prioritization, and validating digital features against policy objectives.
• Develop test scenarios, conduct user acceptance testing (UAT), and ensure business needs are fully met in delivered products.
• Support impact measurement through KPIs, policy dashboards, and service performance analytics.
• Stakeholder Engagement & Change Management
• Facilitate workshops between policymakers, engineers, and service owners to align digital solutions with strategic goals.
• Create clear, AI-enhanced documentation and visual materials that communicate technical concepts to policy audiences
• Contribute to change enablement, ensuring policy teams are equipped to use and sustain new digital systems.

Qualifications

• Bachelor’s or Master’s degree in Public Policy, Business, Information Systems, or a related discipline.
• 3–6 years of experience as a Business Analyst or Digital Transformation Associate — preferably within government, consulting, or regulated sectors.
• Demonstrated experience in:
• Writing BRDs, workflows, and process documentation.
• Using AI-powered productivity and analysis tools.
• Working within Agile or hybrid delivery models.
• Strong analytical and systems-thinking mindset — able to bridge public policy frameworks with digital solution design.
• Excellent communication and documentation skills, with the ability to interface between technical and policy stakeholders.
