The Human Resources Administration (HRA) is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. As the largest local social services agency in the country, HRA helps more than three million New Yorkers annually through the administration of more than 15 major public assistance programs. Housing Services Administration is a division of New York City’s Department of Social Services that oversees housing stability and rehousing efforts. HSA administers rental assistance, housing supply, and placement programs to help individuals and families exit shelter, prevent homelessness, and secure safe, affordable housing across the city.

The Human Resources Administration (HRA) is recruiting for one (1) Administrative Job Opportunity Specialist NM-I to function as a Deputy Director of Early Intervention Outreach Team (EIOT), who will:

- Direct, coordinate and monitor the performance of the staff in the Early Intervention Outreach Team to ensure adherence to the goals, policies, and performance standards of the Homelessness Prevention Administration, as well as HRA, including ensuring that staff are properly assigned, receive proper training, and are properly evaluated.

- Provide necessary guidance and direction regarding special projects and assignments and staff coordination.

- Review the work product of staff on a regular basis and ensure that it is consistent with the policies and procedures of EIOT and that the work product is of the highest quality. Work with staff as needed, to correct any deficiencies. Develop training materials, as needed, and ensure that staff have all necessary information and tools in order to perform their jobs.

- Liaise with appropriate governmental and non-governmental entities including New York City Housing Court judges, city agencies such as the Department of Homeless Services, the Department of Housing, Preservation and Development and the New York City Housing Authority, and non-governmental legal service providers and community-based organizations in order to expedite the meeting of critical Agency needs.

- Assign and supervise research and resolution of high priority cases referred by the Office of the Commissioner, Office of Constituent and Community Affairs, HPA senior management, advocates, and others.

- Supervise research of cases that are not accepted in the NYCHA EFT transfer, in order to ensure prompt payment is made in an effort to avoid evictions.

- Participate through the review of data from a variety of sources including WMS, POS, RAD, CARES, NYCWAY, RADMS and MIS, and through the evaluation of Agency reports as well as reports of other government and non-profit institutions, in the formulation and analysis of policy issues as they relate to the Early Intervention Outreach Team.

- Assist in the development and formulation of corrective action plans involving the Early Intervention Outreach Team, which may include the development of new procedures, appropriate policy directives and bulletins and additional staff training, to ensure the elimination of deficit areas and direct follow-up studies to ensure that corrective actions have been taken and that new procedures have been properly implemented.

Hours/Schedule: Monday – Friday 9am-5p

Qualification Requirements

1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

2. A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

3. Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year; year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in "1" above.
