Job Description

Per NYC Administrative Code, Section 28-103.31, the NYC Department of Buildings is required to establish an Office of Alternative Energy. The duties of the office include, but not limited to,
a) establishing a program to assist with the technical review and approval of applications and other documents submitted to the department in connection with alternative energy projects,
b) provide guidance to applicants in connection with such projects,
c) support technical research for advancing energy legislation and policy within the city, and
d) receive and respond to comments, questions and complaints with respect to such program. Includes coordinating with the applicable Mayor’s Offices for planning and sustainability, Fire Department, Department of Small Business Services, Department of Housing Preservation and Development, and other relevant agencies to ensure that policies are in place to encourage the installation and maintenance of alternative energy projects, and seeking cooperation and assistance from the city university of New York with respect to such policies; and making recommendations to the Commissioner and the heads of other agencies with respect to streamlining the process for obtaining the necessary approvals to install and maintain alternative energy projects.

The Office of Alternative Energy (OAE) is housed in the Office of Technical Certification and Research (OTCR).

Under direction, the Deputy Director, Alternative Energy shall:
- Identify and advance Department, City, and state policy related to alternative energy.
- Participate in discussions affecting energy policy and legislation. Assist with drafting related policy and legislation where needed.
- Review and process applications in connection with alternative energy projects. Work with applicants, manufacturers, and integrators to obtain required documentation. Standardize review processes and/or establish acceptance criteria for frequently used technology.
- Maintain details, documents, communications and status of all projects under review, policy discussions, and drafting of legislation. Prepare periodic reports on the progress of applications, policy discussion and legislation.
- Accompany or represent the Director at meetings with the Mayor’s Office and other agencies facilitating alternative energy use. Share relevant information with related to OAE review and collaborate with other agencies.

License Requirement
A valid New York State License as a Professional Engineer (PE) or a valid New York State Registration as an Architect (RA) is required. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of employment.

Comparable Civil Service Titles
Permanent Administrative Architects and applicants who are reachable on the Administrative Architect open competitive list may be considered under that title. Permanent Administrative Engineers at the Department of Buildings and applicants who are reachable on the Administrative Engineer promotion list for the Department of Buildings may be considered under that title.

REMOTE WORK:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ADMINISTRATIVE ENERGY CONSERVA - 10043

(1) A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or

(2) An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or

(3) A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity; or

(4) Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows:

a) One (1) year of experience, up to a maximum of four (4) years, will be credited for each year of experience in one or more of the following:

i) Journey-level experience in one or more of the skilled building trades; or

ii) Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; or

iii) Full-time building construction management experience; or

iv) Full-time experience in construction field supervision or inspection.

b) Education will be credited as follows:

i) One (1) year of experience will be credited for every 30 semester credits leading to a baccalaureate degree or associate degree in any of the disciplines described in “1” above, or a related field, up to a maximum of four (4) years.

ii) A master’s degree in any of the disciplines described in “1” above, or a related field, will be credited for one (1) year of acceptable experience.

iii) A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law will be credited for four (4) years of acceptable experience.

License Requirement:
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.

Special Note:
Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses.
