MULTI-EMPLOYER ROLE
This W-2 hourly Operations Manager position includes responsibilities that span across the following three organizations, all under shared leadership:
FOCUS #1 Community Wellness Outpatient Mental Health Center
FOCUS #2 Lighthouse Behavioral Health Center
FOCUS #3 Freedom Healthcare
You will maintain separate W-2 employment relationships with each organization and will receive individual payroll compensation from each entity based on the time worked and services provided for their respective programs. This means you will be an official employee of all three companies, with hours, responsibilities, and compliance obligations tracked separately for each.
This role is structured as a 40-hour per week position, with a portion of the the total weekly hours allocated to each organization. While day-to-day supervision and scheduling will be coordinated centrally to support integrated care, each employer will manage its own onboarding, HR, and compliance processes in accordance with applicable laws and organizational policies.

CLASSIFICATION
This is a full-time, W-2 employee position totaling 40 hours per week, worked over three scheduled days, with hours allocated across three affiliated companies as follows:
Freedom Health Care – Freestanding General Primary Care Clinic (FHFSGC):
Part-time, W-2 employee — approximately 4 hours per week (10% of total weekly hours)
Community Wellness Outpatient Mental Health Center (CWOMHC):
Part-time, W-2 employee — approximately 18 hours per week (45% of total weekly hours)
Lighthouse Behavioral Health Center (LHBHC):
Part-time, W-2 employee — approximately 18 hours per week (45% of total weekly hours)
WORK SCHEDULE
(Monday – Friday, 8:00 AM – 5:00 PM):
8:00 AM – 8:10 AM – Team check-in and daily planning
8:10 AM – 8:40 AM – Participate in Operations Division leadership meeting
8:40 AM – 11:40 AM – Conduct six (6) 30-minute clinical supervision sessions (or use time for candidate interviews or operations support)
11:40 AM – 12:20 PM – Lunch
12:20 PM – 1:20 PM – Weekly standing meetings with COO, HR, or finance (based on day)
1:20 PM – 2:50 PM – Conduct six (6) 15-minute client observations for supervisee quality monitoring
2:50 PM – 4:50 PM – Conduct four (4) 30-minute client-facing sessions (H0001/90791 or follow-up) with real-time ICANotes documentation
4:50 PM – 5:00 PM – Team wrap-up and end-of-day troubleshooting
COMPENSATION RANGE
Compensation for this position ranges from $28.00 to $45.00 per hour, and is commensurate with experience, expertise, verified credentials, and available company budget.

COMPETENCIES AND SKILLS
Experience overseeing both residential and outpatient services
Familiarity with ICANotes or similar EHR platforms
Training in trauma-informed care, motivational interviewing, and harm reduction
Minimum 5 years of experience in clinical and operational leadership in behavioral health settings
Familiarity with COMAR 10.47 regulations, Medicaid billing, and accreditation standards (CARF, OHCQ, CSA)
Strong leadership, communication, and documentation review skills
Board-approved Clinical Supervisor credential
Experience with Medicaid documentation and behavioral health billing
Familiarity with CARF or Joint Commission accreditation standards
Experience supervising clinical interns and pre-licensed professionals
LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS
Master’s degree in counseling, social work, psychology, or related behavioral health discipline

SUMMARY OF POSITION RESPONSIBILITIES
The Program Director & Clinical Supervisor for CWOMHC provides executive oversight of clinical operations, administrative systems, staff supervision, and regulatory compliance for the organization’s outpatient mental health clinic (OMHC). This dual-role position is responsible for ensuring the continuity of clinical services, monitoring staff performance, managing program quality and efficiency, and fulfilling the duties as required under COMAR 10.21.20.10 and COMAR 10.21.17.
The role ensures that clients receive clinically appropriate, timely, and coordinated mental health services while maintaining compliance with Maryland state regulations, audit standards, and ethical practices.

Director Requirements
Be a licensed mental health professional, or hold a master’s degree in:

Be employed at least 20 hours per week at the OMHC
Responsible for:
Ensuring administrative requirements of COMAR 10.21.17 are met
Fulfilling all OMHC programmatic requirements
Providing continuity of service when clinical staff are unavailable
Implementing a system of clinical supervision for all treatment staff
Demonstrating knowledge of all regulatory requirements for the operation of the OMHC
Clinical Supervisor Responsibilities
Provide clinical oversight and supervision to licensed and unlicensed clinical staff
Review and co-sign treatment plans, progress notes, assessments, and documentation as required
Provide regular supervision sessions in accordance with board and payer guidelines
Approve clinical content for audits and Medicaid billing
Support clinician performance development, compliance, and quality assurance

Administrative Oversight
Manage day-to-day operations of the outpatient mental health center
Supervise front desk, intake, scheduling, and patient access functions

Clinical Supervision
Provide weekly/biweekly clinical supervision to LMSWs, LGPCs, and interns
Guide staff in assessment, diagnostic formulation, treatment planning, and crisis intervention
Monitor service documentation for 90791, 99214, 90837, 90832, and H0032 codes
Ensure that all documentation meets Medicaid and COMAR audit readiness standards
Train and mentor clinicians in real-time documentation and integrated service delivery
Quality Assurance & Compliance
Ensure all regulatory requirements are met for documentation, licensure, supervision, and patient safety
Monitor and audit treatment plans, EHR entries, and clinical workflows
Collaborate with billing, compliance, and HR to maintain records for state inspections
Prepare for CARF, OHCQ, and Medicaid audits and lead corrective action plans
Interdisciplinary Collaboration
Coordinate closely with psychiatric, nursing, care coordination, and peer support teams
Participate in treatment team meetings and clinical case reviews
Assist with integration of behavioral health and primary care efforts with partnering organizations

SUMMARY OF POSITION RESPONSIBILITIES
The Operations Manager for Lighthouse Behavioral Health Center fulfills the regulatory roles of Clinical Director, Program Administrator, and Clinical Supervisor across residential and outpatient substance use disorder treatment services. This position is responsible for supervising clinical and administrative teams, ensuring compliance with COMAR Title 10.47 (Substance Use Treatment Services), overseeing daily operations, and ensuring that client services are delivered effectively, ethically, and in alignment with State regulations and accreditation standards.
This leadership position provides direction for MAT, SUD, and SUD residential treatment programs all managed under Lighthouse Behavioral Health Center, LLC.
REGULATORY ROLES & RESPONSIBILITIES
Clinical Supervisor – per COMAR 10.47.01.06 & 10.47.02.06
Serve as the designated Clinical Supervisor for all licensed treatment programs
Must hold:
A master’s degree in counseling or related field, and
Licensure or certification as an alcohol and drug counselor (e.g., LCADC, LGADC, LCPC), or
Board-approved supervision credentials
Oversee delivery of clinical services, including documentation and direct care supervision
Provide clinical supervision to multidisciplinary staff including licensed counselors, interns, and support staff
May carry a small caseload at the discretion of the COO
Program Administrator – per COMAR 10.47.01.04
Ensure all services are delivered in compliance with COMAR and funding requirements
Oversee staffing plans, shift coverage, and 24/7 residential operations
Ensure staff are trained in CPR, crisis intervention, and behavioral support strategies
Serve as the point of contact for licensing entities, MCOs, and accrediting bodies
Maintain documentation readiness for OHCQ, CSA, CARF, and internal audits
Clinical Director
Provide oversight and leadership for all clinical programming and therapeutic interventions

Maintain clinical supervision logs and support licensure documentation for staff under supervision
Compliance & Audit Readiness
Ensure programs are prepared for all external audits and licensing surveys
Monitor incident reporting systems, chart audit logs, and QI dashboards
Coordinate with billing, HR, and compliance to maintain documentation integrity and performance outcomes
