Organizational Overview

The King County Regional Homelessness Authority (KCRHA) is a public administrative agency created by an interlocal agreement between the City of Seattle and King County. KCRHA is responsible for unifying, coordinating, and administering the funding of emergency services for people experiencing homelessness — to provide oversight and accountability. Our mission is to administer effective, performance-based homeless services to support a high-functioning homelessness crisis response system to significantly decrease the incidence of unsheltered homelessness across King County using equity and social justice principles. Crisis response includes services that support those who are not yet in permanent housing such as: Emergency shelter, Transitional Housing, Tiny Home Villages, Rapid Re-Housing, Day Centers, and Severe Weather shelter.

Team Overview

The Contracts team within the KCRHA is responsible for grant-funded homelessness-related strategy development, procurement, contract implementation, contract compliance monitoring, and overall oversight within the agency. The team has direct lines of interaction with all offices across the agency, working closely with the Executive Office to ensure direct alignment with the big-picture strategy and goals of the KCRHA.

Role Description

As part of the Contracts Team within the Finance Division, the Contract Coordinator provides expertise in contract coordination and management. The role supports KCRHA’s mission by administering grant-funded contracts that advance housing stability and homelessness response programs across King County. The Contract Coordinator reports to the Contracts Manager and collaborates with Finance, Program staff, and external partners to support contract development and implementation. This is an individual contributor role responsible for contract coordination, management, monitoring, and related special projects. The role is accountable to the Contracts Manager and to community-informed processes that support transparency and equity in service delivery.

Accountabilities

Contract Coordination

Maintain and utilize organizational systems and contract management platforms (including GMS) to track contract progress and ensure compliance.

Serve as an internal expert in Contracts and contract compliance on the Contracts team.

Draft clear, legally sound contract language, including scopes of work, performance terms, and compliance requirements, in coordination with internal stakeholders and in alignment with funding regulations.

Coordinate the necessary steps to prepare executable contract documents.

Assist in the development, preparation, and negotiating of projects, agencies, and amendments.

Stay abreast of various fund source requirements to ensure compliance.

Serve as a liaison among internal teams and external partners to address issues, provide guidance, and facilitate information sharing.

Support agencies in interpreting complex contract requirements through technical assistance and training.

Assume other responsibilities as assigned.

 

Project Management

Manage the full lifecycle of assigned contracts, from initial drafting through execution, monitoring, and closeout, ensuring smooth handoffs between internal teams such as programs, finance, and compliance.

Ensure subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to monitoring.

Recommend actions necessary to resolve issues/concerns.

Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.

Prepare reports for the Contracts Manager and other Finance team members.

 

Stakeholder Engagement

Engage relevant stakeholder groups in an ongoing way to drive continuous improvement and design efforts for projects of oversight.

Attend relevant meetings with community-based organizations, other government agencies, and partners, broadly to support informed design, resource building, and resource sharing.

Actively build relationships with innovators across the sector/across sectors to support driving creative innovation and change within workstreams of oversight.

 

Minimum Requirements

Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.

3+ years of related work experience in the government, non-profit or related field.

3+ years of Contract Drafting experience.

3+ years of experience with a track record of success in federal and special revenue contract management and monitoring.

Familiarity with 2 CFR Part 200 and other regulations related to the provision and funding of homeless services, including the HUD CoC program, ESG, CDBG, CLFR, etc.

Research publications and Internet sites to remain current on all provisions and federal and state regulations.

A track record of success in cross-team and/or multi-stakeholder collaboration.

Strong organization, written and oral communications skills.

 

Additional Requirements

Experience with government and community stakeholders in King County

Valid Washington State Driver's License

Ability to travel up to 10%, in state and out-of-state

Experience negotiating and administering agreements on projects

Experience implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations

Exceptional planning, organizing, and prioritizing skills in order to manage a diverse workload, multiple demands, and deadline-sensitive projects

Experience in providing technical assistance to strengthen compliance with contract terms or service delivery

A high level of customer service orientation and attention to detail

The ability to work onsite, as needed

Ability to provide and accept feedback

Ability to work in and across several communication platforms, including social networks and cloud-based systems including Microsoft Office Suite

Must be able to lift up to 15 pounds at times
