Michif Child & Family Services (MCFS) Agency is a mandated child and family services agency with the responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.
FINANCE CLERK
CONTRACT POSITION
Competition #: MCFS-CFC-2026.003
Hours of Work: 7.25 hours per day
Classification and Salary: AK1 $26.64 - $31.22 per hour
Location : Winnipeg, MB
Reporting to the Finance Manager, this position will be responsible for processing payments, invoices and billings, recording and maintaining financial information and processing payroll records for the Michif Child and Family Services Agency.
General Duties
Ensure proper company account codes are utilized for accurate expense allocations
Prepare and compile all necessary reports and documentation
Perform all data entry and cash disbursements
Prepare and deliver bank deposits
Assist in the development of policies and procedures for the specialized accounting functions
Respond to telephone enquiries from MCFS staff, associated agencies and the general public
Organize and maintain registers and related reports ensuring all information is current and accurate
Provides information to assist in the preparation of the annual audit
Archive records ensuring information is accessible
Payroll
Processes payroll runs for the MCFS, ensuring all relevant information is acquired and processed
Set-up initial pay information in the computerized payroll program
Review, calculate, and process all time-records for payroll
Maintain, monitor, prepare and safe keep all documentation for personnel including payroll calculations, deductions, final pay information including ROE
Prepare payroll registers
Calculate and prepare RSP, group insurance, and Revenue Canada source deductions and remittances
Assist with preparation of payroll summary expense reports
Prepare month-end payroll journal entries including all coding and adjusting journal entries
Compile and maintain annual salary summary report for employees;
Calculate accrued earnings and related benefits for all departments
Organize and maintain payroll registers, deposits, related reports and bank documentation and reconciliations ensuring all information is current and accurate
Research current legislation on Revenue Canada reporting standards and guidelines
Archive payroll records, ensuring information is accessible.
Child Maintenance
Obtain and input related and appropriate data regarding children in care
Process, prepare and distribute payments as necessary
Prepare billings to the Funder to recover child maintenance expenditures
Document and follow up on Foster Parent overpayments
Discuss concerns/discrepancies with the Foster Care Social Worker/Family Service Worker
Financial Data
Process accounts receivable and payable
Assist with processing payroll runs
Code accounts for month-end expense allocations
Assist with monthly billing reconciliations
Prepare system reports
Perform all data entry and cash disbursements to general ledger batches
Prepare monthly bank reconciliations
Other duties as related to the position and as reasonably assigned by the supervisor, or as circumstances dictate, all within the context of the MCFS Mission, Vision, and Guiding Principles as well as a strong and progressive customer service and child welfare orientation.
Knowledge Skills and Abilities
Demonstrated understanding of Metis and Inuit culture and communities.
Intermediate level computer skills using Microsoft Outlook, Word and Excel.
Ability to maintain highly sensitive and confidential information
Ability to work effectively in a high volume and time sensitive environment
Excellent communication skills including writing skills, listening and observation skills
Attention to detail
Ability to work collaboratively within a team, with other community and related service organizations to achieve goals and objectives of the MCFSA and its Agencies
Education and Experience
Grade 12
One year accounting or payroll course
Two years’ experience in computerized payroll process or computerized accounting experience
Experience in ACCPACC for Windows and intermediate level in spreadsheet and word processing
Child and Family Services (CFS) experience with understanding of financial reporting requirements is an asset.
Experience working with Metis and Inuit people is considered an asset.
Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check and a Driver’s Abstract upon hire at their own expense. A valid Manitoba driver’s license and the use of a personal vehicle are requisites as travel is required.
