CONTRACT CONFORMANCE SPECIALIST IV
Location – Middleton, PA or Houston, TX
Pay: $51 - $54 per hour

Position Summary
The Contract Conformance Specialist IV (CCS IV) is responsible for managing and ensuring day-to-day compliance with all executed contractual agreements for assigned capital and maintenance projects. This role oversees documentation, communication, and coordination between the Company and Contractors to ensure contractual obligations are fulfilled.
The CCS IV supports the timely identification, communication, and resolution of contractual matters while collaborating closely with internal departments and third-party stakeholders. This position plays a critical role in supporting high-value and complex projects with consolidated annual values of up to $400 million.
Key Responsibilities
Ensure understanding of and compliance with Project Execution contracting strategies.
Facilitate preparation of contract exhibits, including scope, specifications, pricing, and special instructions.
Assist in drafting technical contract language related to scope, pricing, and project requirements.
Support project management during contract bidding, negotiation, and formation.
Coordinate development of project-specific communication plans.
Participate in and support contract conformance training for internal and third-party personnel.
Review contractor-submitted documents for contractual compliance and notify contractors of deviations.
Maintain contractor correspondence and documentation logs.
Prepare and transmit company correspondence with appropriate approvals.
Manage the change order process, including:
Maintaining change order logs
Generating change directives
Reviewing contractor requests
Preparing change orders for approval
Prepare agendas, document minutes, and distribute notes for contract-related meetings.
Establish and maintain contract document control and retention systems in compliance with company policies.
Review contractor invoices for compliance and coordinate approval and payment processing.
Coordinate with project teams, sourcing leadership, and legal representatives to resolve contractual issues.
Request, monitor, and track Work Releases and Oracle Purchase Orders (POs).
Coordinate contract closeout activities to ensure full compliance.
Close and archive contract files according to company procedures.
Support internal and external audits and compliance reviews.
Provide ongoing communication and weekly status updates to sourcing leadership.
Contribute to SCM Major Projects reporting.
Qualifications
Education & Experience
Bachelor’s Degree in engineering, construction, legal, technical, or business discipline with minimum 4 years of relevant experience; OR
Associate’s Degree with 7–10 years of relevant experience in contract administration, engineering, construction, or legal environments.
Preferred Experience:
Experience in contract conformance for construction-related projects.
Experience within the gas pipeline or energy industry.
Strong understanding of contracting processes and industry practices.

Familiarity with document control, change management, and compliance auditing.
Understanding of project controls and procurement processes.

Supports capital and maintenance projects with annual values up to $400 million.
Manages projects with elevated complexity and multiple stakeholders.
Work Conditions
Primary work location is a company field office.
Travel required: Approximately 15%, primarily within the assigned region.
