WUSC implements development projects in collaboration with donors such as Global Affairs Canada (GAC), the UK Foreign, Commonwealth and Development Office (FCDO), and the Mastercard Foundation.

In Ghana, WUSC has worked since 1997, contributing to national development priorities through partnerships with the Government of Ghana, civil society organizations, private sector actors, and other key stakeholders. WUSC has co-designed and implemented innovative youth-focused programs, particularly in business environment reform and Technical and Vocational Education and Training (TVET), to improve employment and entrepreneurship outcomes nationwide.

ACTIVATE Project Background

Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) is a five-year national initiative aimed at improving the well-being and resilience of young women and men by strengthening an industry-led, demand-driven Agricultural Technical and Vocational Education and Training (ATVET) system in Ghana.

The program blends education and skills training while fostering collaboration among public and private sector actors, academia, and agricultural value chain stakeholders. ACTIVATE addresses key challenges in agriculture and adjacent sectors, prioritizing youth aspirations integrating a strong gender and inclusion (targeted at persons with disability and forcibly displaced) lens.

Over its five-year lifespan, ACTIVATE will reach more than 80,340 individuals, including approximately 79,360 youth aged 15–35. Youth will be engaged through:

Market-relevant, high-quality skills training in agricultural sub-sectors such as agro-processing, vegetables and primary processing, fabrication and maintenance, and specialized services.

Non-formal and informal training modalities (improved apprenticeships, on-farm/on-the-job training, Recognition of Prior Learning), targeting approximately 65% of participants.

Formal ATVET institutional training, including job readiness, career guidance, employment referral, and workplace experience learning.

The program aims to achieve employment outcomes (wage or self-employment) for approximately 68,289 youth (85% of participants), with at least 70% being young women. By strengthening a more inclusive, gender-responsive, and market-relevant ATVET system, ACTIVATE seeks to deliver lasting impact beyond the project lifecycle.

Consultancy Background and Purpose

To enhance visibility and learning , the ACTIVATE project seeks to engage a consultant to develop and produce compelling success and impact stories that demonstrate how and why change is happening for project participants and stakeholders. These  stories will capture outcomes that cannot be fully captured through quantitative indicators alone, including changes in confidence, opportunity, institutional behavior, gender norms, and private sector engagement. ACTIVATE seeks a qualified consultant to lead the creative development and production of identified stories across selected project regions and stakeholder groups.

The duration of consultancy is for two (2) weeks or one (1) month period, renewable based on performance and project needs.

The purpose of the consultancy is for  creative development and production of stories from relevant project stakeholders by:

Interviewing, recording/shooting, editing and presenting hight quality videos content that will feature in a broader project documentary on

Youth livelihoods and resilience

 Institutional practices and performance

 Private sector engagement

 Gender and inclusion outcomes

4. SCOPE OF WORK

The consultant will be responsible for the following components:

4.1 Development and production: scripting, plotting, shooting and editing

Review identified stories/raw data  and propose creative angles of presenting/developing  such information into compelling and engaging stories 

4.2  Story Selection and Validation

Present proposed story angles, scripts, story boards for review and agree with the ACTIVATE team before  producing touching on 

 The most significant stories by domain of change

 Cross-cutting themes and patterns

Document the rationale for why certain stories are considered “most significant

KEY RESPONSIBILITIES AND ACTIVITIES

In collaboration with key stakeholders, the Contractor will develop and produce .ten (10) high-quality accessible audiovisual materials that document stories of change and impact created by the ACTIVATE project. This includes one (1) comprehensive project documentary highlighting key interventions and outcomes.

SPECIFIC DELIVERABLES

Scripts and story boards 

Obtain necessary visuals (photos, video footage).

Produce stories (raw footages and edited versions)

Produce four (4) learner success stories

Produce five (5) institutional change stories

Produce  one (1) project documentary

QUALIFICATIONS

Demonstrate experience in developing and producing Most Significant Change (MSC) stories

Experience working with young women aged 15–35, including persons with disabilities, refugees, and displaced persons

A technical team with 10–15 years of professional experience in communications, creative production, and storytelling

Lead consultant must be a member of a recognized professional marketing body (e.g., CIM, CIMG) and hold a Master’s degree in Communications, Psychology or Marketing

Proven experience working with international brands, particularly within the development sector

Strong creative vision with a clear focus on quality production

NOTE

Selection will be conducted through a competitive tendering process in accordance with the WUSC Procurement Manual and is open to all eligible firms registered under the laws of the Republic of Ghana

Interested firms must submit a technical proposal and creative strategy outlining how the services will be delivered

A financial proposal/budget for executing the proposed strategy must be included

Selection will be based on creativity, value for money, responsiveness, and ability to deliver within timelines
