Organizational context

ChildFund Timor-Leste is the representative office of Child Fund Australia – an independent international development organization that works to reduce poverty for children in developing communities.

ChildFund began work in Timor-Leste in 1990, originally under the management of Child Fund International. Since October 2017 it has operated as an office of Child Fund Australia and works in partnership to create community and systems change which enables vulnerable children and young people, in all their diversity, to assert and realize their rights.

 

ChildFund Timor-Leste’s projects focus on maternal and child health, nutrition, early childhood development, education, youth empowerment and disaster preparedness. Child Fund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and add value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities.

Background

ChildFund Timor-Leste has over 10 years’ experience in working with communities to establish community-based preschools (CBPS). The Early Development and Intervention for Children (EDIC) project started in July 2019 and ended in June 2022, where 15 CBPS were established. EDIC Phase 2 is a 4-year project starting from July 2022 to June 2026, which focus on supporting children under 5 years old so that they are developmentally on track in learning, health and psycho-social wellbeing.

Project goal: 

Children aged 3- 5, in Lautem and Liquica municipality, have access to quality, inclusive and sustainable community-based pre-school system led by local community, supported by Ministry of Education

Purpose of the Object of the Endline Survey

The purpose of the Endline Survey is to assess the overall achievements, outcomes, and impact of the EDIC Phase 2 Project at completion, by measuring changes against baseline and mid-term findings.

The endline survey will evaluate the extent to which the project has contributed to improved access to quality, inclusive, and sustainable community-based preschool services for children aged 3–6 years in Lautem and Liquica municipalities.

Specifically, the survey will assess final progress against project outcomes related to:

The capacity, ownership, and sustainability of School Management Committees and facilitators.

Strengthened collaboration with MoEYS departments at national and municipality level to advocate for recognition and support of CBPS

Changes in parents’ and caregivers’ knowledge, attitudes, and practices in supporting children’s learning and development.

The findings will provide evidence of project effectiveness, sustainability, and lessons learned, and will inform accountability to donors, government stakeholders, and communities, as well as contribute to future programming, policy advocacy, and scale-up of community-based preschool models in Timor-Leste.

Scope, approach and methodology 

The consultant/s will be responsible for conducting End Line Survey, Early Development and Intervention for Children (EDIC) in Lautem and Liquica Municipalities.

 

Scope of Work

This evaluation will take place during the inception phase of the project. The consultant(s) will submit an Express of Interest outlining appropriate methodologies to be able to meet the objectives of the evaluation. The final methodologies will be decided through a collaborative approach involving the Consultant, Child Fund Timor Leste Education Manager and MEL Advisor Education Advisor in Sydney, Australia. 

The Consultant is expected to:

Review the project relevant documents, project proposal, previous phase evaluation report and other documents provided by Child Fund to get a sound understanding of the project.

Analyse various quantitative data collected for the relevant performance indicators e.g. Milestone data

Develop and submit an inception report outlining

The proposed endline evaluation methodology and tools relevant to achieving the objectives of the endline survey (with technical input and guidance from the Education and M&E staff at ChildFund Timor-Leste, and the Education and MEL Advisors at Child Fund Australia)

A schedule for the evaluation including tools developments, training, data collection, analysis and write up.

Tools for key informant interviews, FGD and quantitative KAP questionnaire.

      4. Based on the agreed methodology, develop appropriate tools that could measure performance against the performance indicators and capture impact and change of the project.

     5. Develop draft questions/tools for both quantitative and qualitative tools and finalized tools will be agreed between Child Fund Timor Leste and consultancy group/ consultant with technical support by respective advisor from Child Fund Australia.

    6. To ensure quality of data collection, data entry, data cleaning and data analysis process intensively to meet this evaluation expected objectives. This includes training enumerators by providing data collection guidance.

    7. By using provided reporting format, to prepare and submit draft report according to workplan and approved inception report.

   8. To present and validate the key findings to Child Fund.

   9. To revise the evaluation reports according to ChildFund’s feedback.

  10. To submit a final report, tools developed and raw data collected, once Child Fund has confirmed that the evaluation objectives and expectations are met by the Consultant.

  11. To observe Child Safeguarding policy and procedure and core values of Child Fund Timor-Leste.

  12. To ensure confidentiality in every step of the procedure.

  13. Presenting findings

Methodology

The consultant is expected to draft and present the methodologies and appropriate tools for the intended study. The consultant should consider the following guidance notes:

Framework & Sampling: Surveys, focus group discussions (FGDs), key informant interviews (KIIs), classroom observations, and case studies with representative sampling.

Data Collection & Analysis: Tools adapted from baseline and mid-term; quantitative data analyzed statistically, qualitative data through thematic analysis.

Indicators: Measurement of project outputs and outcomes against baseline and targets, including child development, teaching practices, SMC capacity, parental engagement, and institutional support.

Additional Data: Review of monitoring data, local/national statistics, and similar programs.

Verification & Stakeholder Engagement: Findings validated through workshops, consultations, and steering committee input.

Report Presentation: Report to include executive summary, methodology, findings, lessons learned, recommendations, and annexes with tools and data.

Selection Criteria for Consultant

ChildFund Timor-Leste is seeking a consultant with knowledge and experience in project evaluations and education. The consultant must be based in Timor-Leste and available for face-to-face meetings and willing to travel for data collection in the field.

University degree in Education, Social Sciences, Monitoring and Evaluation, or related disciplines with strong experience in conducting similar evaluations in developing countries particularly in South-East Asia.

Proven experience in data management and analysis and report writing.

Flexible and able to adapt to a multi-cultural environment and complex situations, with demonstrable high-level interpersonal and cross-cultural skills, such as building collaborative relationships internally and externally.

Self-driven, strong organizational and planning skills, with the ability to work independently or in a group, as well as under pressure

Excellent command of English both written and oral

Knowledge of Portuguese language, Bahasa Indonesia or Tetum is an added advantage
