Position Objectives and Responsibilities
Spiniello Companies is a privately held, national, full-service utility contractor. Founded in 1922, we are one of the few companies that fully self-performs all aspects of open cut and specialty pipe rehabilitation. Headquarters in New Jersey, we also have office locations in Maryland, Washington D.C., and California.
Spiniello Companies is seeking an experienced Quality Control Manager (QA/QC) to lead the implementation, management, and execution of Quality Management Programs across complex civil infrastructure projects involving open cut excavation and trenchless pipe rehabilitation. This role supports Federal, State, and Local government contracting work and is responsible for ensuring full compliance with contract requirements, technical specifications, and applicable quality and safety standards.
The Quality Control Manager will work closely with Project Managers, field teams, subcontractors, and client representatives to ensure that quality objectives are achieved throughout all phases of construction.
Key Responsibilities
Develop, implement, and manage Project Quality Management Systems in compliance with contract documents, specifications, and applicable regulations
Support development, implementation, and updates to Spiniello’s Corporate QA/QC Manual and project-specific quality plans in accordance with USACE, Federal, State, and Local requirements
Develop, maintain, and verify implementation of Project Quality Control Plans, including oversight of direct-hire and subcontractor quality programs
Manage and coordinate quality activities associated with field engineering, procurement, construction, testing, inspection, and commissioning
Review CPM schedules to anticipate, track, and request timely submittals and inspections
Review project schedules and prepare meeting notices and documentation to support owner and agency coordination
Conduct and lead weekly Quality Control meetings
Perform or supervise quality inspections and testing as required by the project or Project Manager
Maintain daily QC reports, logs, inspection records, testing documentation, and Quality Control databases
Review, audit, and survey quality activities performed by project teams and subcontractors; identify deficiencies and recommend corrective actions
Maintain effective communication and liaison with client, agency, and stakeholder representatives regarding quality matters
Promote and reinforce Spiniello’s Safety Program, ensuring quality and safety are integrated throughout project execution
Position Requirements and Qualifications
Bachelor’s degree in Engineering, Construction Management, or a related field (equivalent construction-related experience will be considered)
Minimum 5–10 years of construction experience, with at least 3 years in a Construction Quality Control Manager or QA/QC leadership role
Prior experience as a Construction Quality Control Manager on at least two (2) projects valued at $10 million or greater preferred
Experience on State/Federal projects strongly preferred
Strong working knowledge of ASTM standards, inspection and testing requirements, and quality control databases
Experience working on Design-Build projects or knowledge of Design-Build preferred
Excellent organizational, documentation, and time-management skills
Strong attention to detail with the ability to identify discrepancies and non-conformances
Ability to work independently and collaboratively in a team environment
Willingness to travel as required; ability to access all areas of active construction sites in varying climates and conditions
Required Certifications
USACE Construction Quality Management (CQM) for Contractors Certification
EM 385-1-1, 40-Hour Certification
OSHA 30-Hour Certification
