The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the city.
The Bureau of Water Supply seeks to hire an Assistant Civil Engineer (ACE) for a position in Valhalla New York, in the Infrastructure Planning, Design & Construction (IPD&C) group, Capital Programs Directorate. The IPD&C group is responsible for planning, design and construction of the Bureau’s capital projects to serve as construction project engineer to support the overall portfolio of projects designed via IPD&C managed on-call design contracts.
The Construction Project Engineer is responsible for supporting the Chief of Construction Management in the assignment, tracking, and monitoring of task orders under IPD&C managed on call contract CAT491, CAT531, and upcoming CRO655CM. Under supervision, the Assistant Civil Engineer (ACE) is responsible for planning and coordinating the design of moderate complex capital projects from scope, design, and construction phases. The Assistant Civil Engineer (ACE) engages in research, investigation, or studies related to the engineering functions or activities for DEP. Participates in field surveys and inspection operations by observing, checking and certifying the installation of materials and equipment, attests to equipment performance and tests of materials. Specific duties include:
- Review consultant designs and ensure that construction adheres to specs and plans.
- Notify Supervisor(s) of any adverse conditions.
- Monitor work in progress by contractors and report all hazardous conditions.
- Formally evaluate performance of contractors, reporting on discrepancies and unsatisfactory performance.
- Ensure formulation of punch lists and contractor’s completion of punch list items.
- Facilitate Environmental Health & Safety 1910 inspections and the resolution of any issues cited.
- Approve contractor schedules and coordinate construction activities with site personnel.
- Schedule and run meetings, both onsite and virtual.
- Review and approve contractor payments, requisitions, and change orders with great attention to detail.
- Maintain contract files and written records of job history and progress.
- Investigate and advise the agency concerning contract disputes.

Some of the physical activities performed by Assistant Civil Engineers and environmental conditions experienced are: walking to and from inspection sites and during inspections climbing and descending ladders or stairs to get to areas to be inspected standing for an extended period of time bending and stooping during inspections working in confined areas distinguishing colors wearing hard hat and high voltage safety gloves for various inspections communicating orally carrying clipboard and inspection forms climbing around and over various objects walking in areas that may be damp, dark, dusty, smoky or acrid; working outdoors in all kinds of weather.
Special Working Conditions: Assistant Civil Engineers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

Preferred Skills:
- MS office including Word, Excel, and PowerPoint
- Familiarity with New York City Budget and Procurement requirements
- High level understanding and facility in eBuilder and its workflows
- Capability to think logically, focus on objectives, and follow supervisor directives
- Ability to track and manage multiple contracts
- Driver’s license valid in the State of New York is required.
- Professional Engineering license, or Construction Management Professional Certification, is preferred.
- Capacity to travel, as necessary, to other BWS locations
- Good communication and time management skills
Hours/Shift
35 Hours per week Day shift, may be required to work Saturdays, Sundays, and holidays.

ASSISTANT CIVIL ENGINEER - 20210
1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
