We are looking for a Configuration and Documentation Specialist to complete our consultants Workforce Management Service to support the TEC Department of the European Space Agency (ESA) at their location in Noordwijk, The Netherlands. The purpose of this Support Service is to provide configuration and documentation management in relation to all missions implemented in TEC, in particular in-orbit validation/demonstration, and all documentation produced by R&D activities. The service includes the management, as well as improvement, of the processes related to the use of electronic documentation and configuration systems, management tools (e.g. for action tracking) and reviews organization.
Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage).

The successful candidate will be tasked with, but not limited to:
Tasks and Responsibilities
• Support the definition, harmonization and implementation of configuration and documentation management processes by:
• Document, implement, and maintain configuration control methods, procedures and guidelines;
• Document, implement, and maintain proper Product configuration control including:
o Configuration management planning;
o Configuration items identification, technical requirements baselining, production and maintenance of Configuration Item Data List (CIDL);
o Management of configuration evolution, baselines verification, as-built control, and inspections.
• Document, implement, and maintain the approval system for all documents under formal ESA control, and maintaining the associated DRLs and DRDs;
• Create procedures and work instructions related to Configuration and Documentation Management within the Directorate;
• Organise and deliver of trainings and awareness sessions on Document Management best practices across the Directorate.
• Support the definition, set-up and correct use of Configuration and Documentation Management tools by:
• Support the documentation of best practices with the commonly used Document Management System and designing standard approaches to be implemented as best practice by the users of the Document Management Systems;
• Propose automated methods and tools to increase performance of Configuration Management and documentation control tasks;
• Support the maintenance of a reference Configuration and Document Management library (in e.g. Sharepoint or any other suitable central system) to centralise related information.
3) Implement documentation management for TEC:
• Coordinate with Project Review Managers the implementation of the Document Review Process for Technical or Programmatic Reviews. This involves the setup in the RID System the availability of online documentations and users’ access. Where the standalone application is required, it will also necessitate coordinating the setup of the corresponding local databases;
• Support in gathering of deliverable documents from the Project Industrial Consortium, Principal Investigators, Technical Officers and in-house experts;
• Manage the entire lifecycle of documents (e.g. registration, update, review and approval cycle, filing, distribution and archiving) and provide support for documentation handovers (e.g. from Projects to Operations, to Science, to industry);
• Support in retrieving information and documents from the document management system upon request;
• Support migration activities from one document management system to another by testing metadata and checking transferred content in line with the applicable procedure at the time of migration);
• Monitor and maintain the content of servers;
• Ensure incoming and outgoing information/documentation conforms to applicable processes (including QMS), procedures and working practices;
• Perform the implementation of the archiving process that will include at least the identification of the records, their inventory and transfer/disposal;
• Handle confidential and export-controlled information (e.g. ITAR) and access rights of users with respect to these deliverables;
• Provide assistance in documentation handling to the Payload teams / Science Teams and supporting users in retrieving documents from sources like Eclipse and SharePoint;
• Act as a point of contact for all the Project interfaces for documentation tools;
• Support mission projects reviews in the relevant documentation management tool and organize the review cycles;
• Proactively identify inefficiencies and opportunities for process improvement and optimisations, propose solutions, and support the implementation of approved process changes including the monitoring of their effectiveness;
• Ensure proper retention of all records in accordance with ESA policies;
• Establish and maintain a log of all requests for the Documentation Management Service and co-ordinate prioritization with the ESA Technical Responsibles, establish and execute a plan to eliminate any backlog;
• Audit and report on documentation user access rights for quarterly reporting;
• Support audits as needed;
• Ensuring all project members producing documents comply with the prescribed procedure
• Prepare the CCB meetings by soliciting the required inputs and follow up resulting actions and disposition of amendments to the contract;
• Act as secretary to CCBs for the disposition of Request for Waiver (RFWs), Request for Deviation (RFDs) and configuration change requests / proposals. Prepare the meeting and follow up disposition of amendments to the contract;
• Transmission of delivery countersignatures.
