ABOUT THE Division


General description

The Texas Comptroller's Office is looking for an experience and eager individual to join our Administrative Applications Section within the Information Technology Division. The ideal candidate is willing to work in the Microsoft based legacy technology and passionate about learning new technology and tools to create innovative applications used by our internal and external users. You will be involved in working with our internal and external stakeholders in an agile environment to understand business needs and designing solutions by analyzing & adopting the industry best practices; programming the software solutions with unit testing; leading small to medium size technology projects and innovations; research modern technology & tools; recommend scalable software solutions; work with the DevOps team to enable pipelines; follow entire Software Development Lifecycle from inception to deployment, following an Agile development methodology; and provide maintenance and post-production support.


Work Hours

Work Hours are 8:00 AM to 5:00 PM, 40-hour week, Monday – Friday. Occasionally work additional hours on evenings, weekends, and/or holidays, including working on-call 24 hours a day during a rotation. Hours may change based on business need.

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to the office 1 day/month, 1day/week, etc.). Travel reimbursements are not provided for teleworking.

Qualifications


Minimum Qualifications

Graduation from an accredited four-year college or university with a bachelor’s degree.
Six (6) years of work experience in programming web applications using Microsoft.NET based modern technology
Six (6) years of work experience in supporting applications with a relational database.
Six (6) years of work experience in problem analysis, resolution, and testing
Five (5) years of experience developing applications using microservices
Five (5) years of experience developing front ends with micro-frontend-based technologies.
Two (2) years of work experience in application architecture and design.
One (1) year of experience using AI source code generator tools like Microsoft Co-Pilot


Preferred Experience:

Graduation from an accredited four-year college or university with a bachelor’s degree in computer science, Computer Information Systems, or Management Information Systems.
Six (6) years of experience with MVC based legacy technology website development and microservices/micro-frontend-based modern software development paradigm using Microsoft.NET environment (C#, REACT, JavaScript, .NET Core, microservices architecture etc.) with databases SQL Server/MongoDB and/or DB2.
Three (3) years of experience in Agile and DevOps methodology as a developer.
Two (2) years of experience working with DevOps pipeline.
One (1) year experience with complex applications security requirements
Scrum Developer certification from an accredited organization


Substitutions:

One (1) additional year of experience in .Net development work may substitute for (30) thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).


In this role you will:

Creates software solutions for Microsoft .NET based legacy applications and new development of modernizing legacy systems. Performs programming for software modifications per the technical and function requirements using modern technologies, tools and techniques. Performs unit and integration testing by coding and debugging software solutions. Research new technology trends and recommends scalable solutions to the agency. Implement software solutions by adopting industry best practices and following CPA’s IT standards/practices, architecture and vision. Develops systems documentation and automates development processes as needed.
Analyzes software applications requirements and change requests. Designs and documents software solutions. Writes systems documentations and process flows as needed. Develops software for operational efficiencies. Creates new processes/procedures to increase developer efficiency. Coordinates small to medium scale projects. Research new technology spectrum in the industry. Performs Proof-Of-concepts and provides recommendations to the department. Trains junior team members.
Performs testing, triaging and preparing test data to aid software testing. Interacts with technical and non-technical staff in the coordination of changes and system implementation.
Performs production support, incident management and resolution including on-call rotation support
Performs other related duties as assigned.
