Fair Hearing Administration / MICSA Fair Hearing Unit serves as an internal mechanism for clients and their representatives to address problems or complaints related to Medicaid eligibility decisions, with the goal of reducing the number of Fair Hearings. The selected candidate's duties and responsibilities are:

The Fair Hearing Administration is recruiting for two (2) Principal Administrative Associates, Leve II positions to function as a Compliance Supervisor for their MICSA Fair Hearing Unit who will:

- Coordinate and supervise the activities of Fair Hearing Compliance Specialist who are responsible for completion of compliance directives and their timely submission to MAP and Home Care Eligibility Divisions, ensuring that the Agency is in compliance with those decisions.

- Disseminate work and monitor the flow and status of assignments to ensure that mandated timeframes and service requirements are adhered to. Periodically review the work of Compliance Specialists to identify and correct deficiencies and/or reinforce areas that need improvement. Monitor time and leave records of subordinates.

- Provide proper interpretation of State, Federal, and departmental policies and procedures to Compliance Specialists as needed, ensuring that eligibility determinations for health care insurance are consistent with applicable laws and policies. Hold meetings to ensure that subordinate staff is informed of new/revised procedures Local/State laws and regulations.

- Provide expertise in cases involving reviews of extraordinary difficulty or complexity. Train subordinate staff in the performance of Fair Hearing Compliance Monitoring.

- Prepare periodic administrative reports, surveys, and studies detailing Compliance Unit activities as directed by the Section Manager. These reports give the Section Manager updates on the performance of the Unit and identify areas in need of improvement.

- Participate in the development of Fair Hearings Compliance Unit policies and procedures with the goal of increasing the efficiency of the Compliance Section.

- Respond to requests for information from staff, clients, attorneys, and representatives on Compliance Unit policies and procedures.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
