Our client is a tribally owned enterprise comprised of multiple entities working together to deliver premier solutions to the federal government. They are seeking an experienced Compliance Program Specialist (Lead) who can work with an interdisciplinary environmental team based out of Yakima Training Center (YTC) in Yakima, WA, Directorate of Public Works Environmental Division. This position will support the YTC Compliance Program and help ensure compliance with Federal, State, and Local Laws and regulations; Executive Orders; and DoD, Army, USAR & RSC regulations and policies.

Salary Range: - $60– 65K Annually.

Responsibilities include but are not limited to:

Support the YTC Compliance Program in accordance with the project manger’s direction and the contract project work statement.

Inspections:

· Accompany regulators during inspections and notify appropriate JBLM YTC staff or organization of any discrepancies. Verbal notification to appropriate JBLM YTC staff shall occur the same day as the inspection with written documentation within one business day.

· Monitor and document on the spot correction of deficiencies noted during inspections from Federal, State or local authorities. Monitor and document corrective actions executed to resolve regulatory findings and Notice of Violations (NOVs) during inspections.

Regulated Wastes:

• Provide Regulated Waste (e.g. refuse, recycle, hazardous, PCS) management program support. Support entails knowledge of environmental laws and regulations pertinent to Regulated Waste and performance of tasks related to collection of data or information necessary to ensure compliance with Regulated Waste laws and regulations.

• Provide Toxic Waste (e.g. PCB, asbestos) management program support. Support entails knowledge of environmental laws and regulations pertinent to toxic waste and performance of tasks related to collection of data or information necessary to ensure compliance with toxic waste laws and regulations.

• Conduct review of reports to ensure waste shipment dates are properly planned and executed.

• Monitor all operations to assist with compliance with existing and emerging laws and regulations.

• Coordinate waste disposal requirements, including mode or method of disposal necessary disposal location approvals and approvals from other Government Organizations (e.g. Yakima Health District, Washington Department of Ecology).

• Review waste disposal documents to verify and account for disposed quantities.

• Conduct inspection of satellite regulated waste accumulation sites.

• Provide assistance to profile wastes accumulated.

Environmental Plans and Project/Scope of Work Reviews:

• Review and update (non-comprehensive update) Plans (e.g. SPCCP, Emergency response, Water Systems and P2 plans).

• Develop operational procedures (e.g. Standard Operating Procedures) annually within the prescribed format and suspense.

• Review and update existing operational procedures (e.g. Standard Operating Procedures) annually within the prescribed suspense.

• Provide review and comment for other JBLM YTC and non-JBLM YTC organization plans (e.g. Integrated Natural Resource Plan, Rock Quarry Management Plan, etc.) Provide data, review and comment for other JBLM YTC organizations plans within the prescribed format and suspense.

• Review of project description plans and scopes of work for compliance program related issues. Ensure projects description plans or scopes of work include correct and applicable language to ensure compliance with applicable environmental laws and regulations (e.g. CWA, CAA, RCRC, TSCA, etc.).

• Annual review and maintenance of Compliance Program Continuity Folders.

Spills Management:

• Provide technical support to tenants and transitory training units that request advice about hazardous material spills including but not limited to containment, cleanup, sampling, analysis, removal, assistance/advice for completion of spill report documentation and disposal operations.

• Provide technical assistance as requested for collection (clean up and disposal) of Petroleum Contaminated Soil (PCS).

• Assist with notification of Regulatory agencies following spills.

Data Calls, Briefings and Training Support:

• Provide support for data calls, pertaining to all Compliance Program Media including but not limited to Environmental Quality Report (EQR). Support includes gathering and entering Government approved data with applicable comments into applicable database, preparing presentations of data for briefing to managers, directors and/or the commander and participate in meetings/teleconferences regarding data calls.

• Prepare and deliver briefings on a wide range of environmental compliance programs, including by not limited to air, water and regulated waste program issues.

• Develop training materials and provide training to JBLM YTC staff on a wide range of environmental compliance programs, including but not limited to air, regulated waste and water program. Topics will be limited to those applicable for JBLM YTC resident organizations and contractors (e.g. Hazardous Material Technician (HMT), Hazardous Waste Technician (HWT) awareness training, storm water, etc.).

• Provide assistance to determine training requirements and resources for JBLM YTC staff.

• Prepare reports for Government approval on a wide range of environmental compliance issues (e.g. Annual Dangerous Waste Report, Tier II Report, Limited Purpose Landfill Report and Biosolids Report).

• Monitor and coordinate annual Asbestos and lead training requirements and maintain training records in accordance with established standards.

• Assist with planning and participation in EQCC from various Environmental Compliance media. Support includes the preparation for and participation in each meeting.

Permit and Approval Actions:

• Provide support or assistance for obtaining annual and periodic operating permits (e.g. air, potable water systems and limited purpose landfill, NPDES for WWTP NPDES for biosolids, Notices of Intent for NPDES Construction and Washington State Biosolids).

• Provide support or assistance for obtaining periodic approvals as requested (e.g. new water wells, waste disposal and regulatory variances).

• Conduct all permit related data collection, monitoring, analysis and reporting.

• Emergency Planning and Community Right-to-Know Act (EPCRA):

• Provide support to collect and summarize data used to compile annual reports (e.g. Tier II Report).

• Provide support to conduct coordination and correspondence with emergency planning committees.

• Review and evaluate Hazardous Material Action Forms as requested.

• Review new product MSDS’s as requested to determine compatibility for inclusion of the products on the YTC Authorized Use List (AUL). Monitor and review quarterly Hazardous Material inventory reports to ensure that all products in use in YTC are found on the Installation’s AUL.

Environmental Compliance Advisory Services:

• Immediately advise JBLM YTC Manager (e.g. Compliance Program Manager, Chief ED and Garrison Commander) of any noncompliance issues, regulatory impact of noncompliance status and recommended corrective actions.

• Review NEPA and other related environmental planning documents.

• Provide support to monitor and report all new regulatory changes or alerts (e.g. statutory changes or updated). Monitor and report any regulatory changes that occur on a monthly basis. Report any changes to the JBLM YTC ED Division Chief, using prescribed formats.

• Provide support to recommend actions to be taken when changes to environmental laws, regulations and technologies are identified that either will or has the potential to impact JBLM YTC operations and the military training missions. Provide JBLM YTC Managers recommended course of action within the established suspense.

• Coordinate environmental compliance support activities (e.g. environmental sampling, monitoring and other studies).

Water Quality and National Pollutant Discharge Elimination System (NPDES) Permitting:

• Implement the quarterly Multi-sector General Permit (MSGP) storm water monitoring and sampling protocol for active industrial sites. This action includes annual revision and maintenance of the MSGP. Revise and maintain the MSGP and implement the monitoring and sampling protocol.

• Ensure compliance with the MSGP SWPPP by conducting quarterly audits of JBLM YTC qualifying industrial activities and document findings and corrective actions. Complete 100% of the quarterly storm water facility audits and document storm water finds and corrective actions in accordance with the SWPPP.

• Continue implementation of comprehensive JBLM YTC audit of industrial facilities covered by the SWPPP.

• Conduct required construction storm water monitoring and audit program in accordance with approved SWPPP.

• Implement an Underground Injection Control (UIC) well program by developing and following an approved inspection protocol.

• Assist with review of CSWPPP Notice of Intent (NOI) generated by others for JBLM YTC in-house projects.

Air Program Support:

• Provide Advisory Services support for Clean Air Act (CAA) related programs. Respond to questions and inquiries to advise Government Representatives regarding questions or issues, as they arise, that ensure continued compliance with CAA and other applicable air related regulations. Provide responses in the prescribed format and within suspense provided with each assigned action.

• Evaluate impacts to air quality and regulatory requirements for programs and projects undertaken within JBLM YTC.

• Support the JBLM YTC Air Quality program to include Emissions Estimates and Air Registration for all activities within the boundary of JBLM YTC.

Other:

• Other duties as assigned.

Qualifications (Education and Experience):

• Bachelor’s degree from an accredited college or university.

• Formal academic training in chemistry including at least two (2) semesters in general college chemistry.

• Working knowledge of basic chemical concepts and ability to identify characteristic and listed hazardous wastes.

• Possess basic computer skills and familiarity with database lookup and data entry.

• Demonstrated ability to conduct inspections, compile results and determine corrective action plans for compliance media.

• Knowledge of permitting and reporting processes associated with multiple media.

• Demonstrated ability to research and evaluate proposed actions for compliance with various laws and regulations.

• Additional Eligibility Requirements:

• Must have a valid U.S. driver’s license.

• Must be able to obtain and maintain Department of Army background investigation.

• Must have U.S. citizenship.

• Must be able to pass Motor Vehicle Record (MVR).

• Must be capable of obtaining/maintaining a DoD Common Access Card.

Direct Reports: No supervisory role.

Travel: may be required within the CONUS, to attend meetings, conferences and other events.
