As part of our Strategy, Growth & Planning Group, you’ll play a critical role in ensuring Hamilton grows responsibly and sustainably. You’ll lead high‑risk monitoring and enforcement work under the Resource Management Act (RMA), manage sensitive and politically impactful issues, and help uphold trust in our processes through sound judgement, professionalism, and strong relationships.
Key Responsibilities
• Manage political risk and expectations while delivering positive outcomes for the city.
• Lead high‑risk enforcement and monitoring activities.
• Use innovative monitoring techniques to enhance the reputation of Council and the Planning Guidance Unit.
• Maintain strong working knowledge of the Resource Management Act 1991 and the Hamilton City District Plan.
• Work closely with specialists and City Solicitors to resolve conflicts.
• Undertake enforcement actions aligned with the RMA and Council’s Compliance Framework.
• Build collaborative relationships with other local authorities and sector peers.
• Ensure all investigation information is accurate, robust and prosecution‑ready.
• Take a pragmatic, customer‑focused approach to problem solving.
• Navigate and resolve contentious issues with key stakeholders, including developers and elected members.
• Monitor land use consent conditions, outline plans, and permitted activities.
• Conduct proactive monitoring where required.

• Tertiary qualification in Resource Management Planning or a related field.
• Minimum 3 years’ experience in RMA monitoring and enforcement.
• Strong conflict resolution skills.
• Excellent verbal and written communication skills.
• Ability to clearly convey technical information.
• Confident computer literacy for reporting, monitoring, and data analysis.
• Skilled at influencing others and navigating complex situations.
• Strong problem‑solver with the ability to identify issues and develop effective solutions.
• High attention to detail and accuracy.
• Able to work independently and manage workload proactively.
• Strong relationship‑building capabilities that drive positive outcomes.
