Workdays & Hours: FLSA Exempt position. Monday – Friday 7:30 am - 4:30 pm after-hours & weekends as needed (emergencies/special events).

A Code Compliance Superintendent position is available with the City of Fort Worth Code Compliance Department. The position directs, manages, supervises and coordinates the activities and operations of the Code Enforcement Neighborhood Investigations Division by investigating, inspecting and enforcing municipal codes for various standards and ordinances.

Minimum Qualifications:

• Bachelor’s degree in public administration, business administration, building/construction, or a related field

• Five (5) years of professional experience in Code Compliance or a related field, with at least two (2) years in a supervisory or administrative leadership role

• Valid Texas Driver’s License

• Possession of the State of Texas Code Enforcement Officer license

Preferred Qualifications:

• Demonstrated experience conducting complex inspections, investigations, or enforcement actions requiring multi-department coordination

• Experience developing and implementing departmental policies, training programs, or operational procedures

• Prior experience presenting cases before municipal, state, or federal courts or administrative hearing bodies

• Proficiency with mobile field inspection software, digital case-management systems, and GIS-based tools

• Experience managing budgets, forecasting resource needs, and overseeing procurement or inventory control

• Demonstrated ability to develop data-driven program improvements and performance metrics

• Demonstrated success resolving complex citizen complaints, mediating disputes, and applying de-escalation techniques in challenging situations

The Code Compliance Superintendent job responsibilities include:

• Supervise and lead staff, including assigning work, coaching performance, ensuring training, and supporting a safe work environment.

• Oversee daily operations by establishing schedules, identifying resource needs, and allocating staff and equipment.

• Develop, implement, and monitor policies, procedures, and standards to ensure consistent compliance.

• Perform complex inspections and enforcement activities; coordinate with other City departments and agencies as needed.

• Engage with the community through meetings, presentations, and outreach; respond to public inquiries and resolve complaints.

• Create and implement new programs, operational processes, and training initiatives to improve efficiency and service delivery.

• Prepare reports, case files, and program evaluations; present findings to senior leadership and boards/commissions.

• Conduct accident investigations and ensure proper safety and HR protocols are followed.

• Provide high-level administrative support to the Code Compliance Director and coordinate division-wide activities.

• Manage and track departmental equipment, ensuring proper maintenance and safe operation.

• Assist in budget preparation, submit recommendations, and monitor expenditures.

• Prepare and deliver testimony for complex cases in municipal, state, and federal courts.

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting; depending on assignment. Incumbents may be exposed to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises.

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
