SALARY: $90,000 - $95,000 per year 

SCHEDULE: Full-time position. Onsite/Hybrid

Homeless Children’s Network’s (HCN) mission is to decrease the trauma of homelessness and domestic violence for children, youth, and families; to empower families; and to increase the effectiveness of collaborative efforts among service providers to end homelessness and poverty.  Since 1992, HCN has empowered San Francisco’s underserved and historically marginalized communities citywide toward a brighter future with love, wholeness, and healing.

About Homeless Children’s Network (HCN)

Since 1992, HCN has been San Francisco’s leading nonprofit agency for comprehensive early intervention and mental health support for underserved and historically marginalized children, youth, and families experiencing homelessness, housing instability, or living in intergenerational poverty. Our mobile therapeutic model is both accessible and scalable, enabling clinicians to meet clients directly in the community. As the hub of a Collaborative of 60+ service agencies and community-based organizations, we serve over 2,500 clients each year, reaching those most reluctant to trust conventional mental health systems. Central to our work is our Afri-centric mental health and wellness model. This community-defined approach addresses health inequities and the persistent cycle of racism and trauma over generations. This model not only uplifts the Black/African American communities but also strengthens the behavioral health outcomes of all San Franciscans, fostering resilience, healing, and lasting change.

MA’AT PROGRAM OVERVIEW: 

The Ma’at Program is HCN’s Afri-centric clinical and community wellness initiative designed to support children, youth, and families in San Francisco with culturally grounded mental health services, case coordination, healing-centered engagement, and community connection. Rooted in the principles of balance, truth, order, reciprocity, and harmony, Ma’at integrates cultural knowledge, trauma-informed care, and community-defined best practices to honor the lived experiences of families impacted by generational trauma, racism, displacement, and poverty.

The program provides clinical services—including therapy, family work, and emotional wellness support—delivered in community settings, homes, schools, and transitional or permanent supportive housing sites. Ma’at staff work closely with families to address emotional, behavioral, and relational challenges, while strengthening protective factors, enhancing resilience, and supporting overall wellbeing. With an emphasis on trust, cultural affirmation, and genuine partnership, the Ma’at Program uplifts families through holistic healing, community connection, and resource access.

POSITION SUMMARY:

The Program Manager for the Ma’at Program provides strategic, clinical, and operational leadership for this community-based mental health program. This role oversees program implementation, supervises staff, ensures compliance with Medi-Cal and EPSDT requirements, and maintains high-quality clinical services rooted in community connection, cultural humility, and healing justice. The Program Manager works closely with HCN leadership, community partners, and funders to ensure that services are delivered effectively, ethically, and in alignment with contract obligations and culturally responsive practices.

DUTIES AND RESPONSIBILITIES:

Program Operations & Contract Management

Manage and monitor contract deliverables, productivity expectations, and year-to-date targets across assigned programs

Track program performance and identify trends, risks, and opportunities related to billing, utilization, and service delivery

Collaborate with the Program Director and executive team to ensure program compliance, sustainability, and alignment with organizational goals

Staff Management & Accountability

Conduct regular 1:1 check-ins with clinicians to review monthly targets, caseload progress, and workflow challenges

Facilitate supportive yet accountable conversations with clinicians who are falling behind targets, partnering to identify strategies and solutions

Build strong rapport and trust with staff while maintaining clear boundaries and role clarity

Manage day-to-day program operations, including workflow coordination and problem-solving

Team Leadership & Engagement

Facilitate monthly team meetings to:

Share updates on year-to-date productivity and contract targets

Provide program updates and organizational communications

Engage staff in identifying and closing perceived gaps in billing or service delivery

Foster a collaborative, energetic, and psychologically safe team environment that encourages engagement and shared ownership

Vision Translation & Strategic Alignment

Work closely with the Program Director to understand and operationalize program vision and priorities

Communicate program goals and expectations to staff in clear, accessible, and motivating ways

Support change management and implementation of new initiatives

Community-Based Program Oversight

Oversee a community mental health program that provides trainings and workshops to external partners and community sites

Collaborate with community trainers to support outreach, relationship-building, and coordination with prospective training sites

Assist with group scheduling, logistics, and alignment with contract requirements and organizational standards

When needed, partner with Program Coordinators to deliver trainings or provide supplemental support to full-time trainers

REQUIRED QUALIFICATIONS:

Required

Master’s degree in Social Work, Marriage and Family Therapy, Counseling, Psychology, or related field

Active clinical licensure or advanced associate status toward licensure (per program requirements)

Prior experience managing clinicians or programs within a mental health or human services setting

Strong understanding of productivity expectations, billing processes, and contract-driven service delivery

Demonstrated ability to hold accountability conversations with empathy and clarity

Preferred

Experience in community-based or publicly funded mental health programs

Experience overseeing group-based services, trainings, or workshops

Familiarity with Medi-Cal, grant-funded, or contract-based billing models.

Work Environment & Physical Requirements

Ability to work in both office and community settings across San Francisco.

Frequent travel to schools, community sites, family homes, and partner organizations.

Occasional evening or weekend hours for community events or family needs.
