ACCOUNTABLE FOR: Oversight of IT infrastructure, digital systems, cybersecurity, business technology strategy, and technology support services across all affiliated companies
CLASSIFICATION: W8BEN. Full time contractor.
COMPENSATION RANGE: $20.00 per hour

SUMMARY OF POSITION RESPONSIBILITIES:
The Chief Technology Officer (CTO) is a core member of the executive leadership team and is responsible for designing and executing the technology strategy that supports Enterprise Management’s mission, operational needs, and long-term goals. The CTO provides leadership over IT systems management, cybersecurity, infrastructure scalability, software selection and implementation, and digital innovation.
The CTO collaborates closely with other C-level executives to ensure technology systems integrate seamlessly with finance, operations, HR, and clinical platforms. This role leads a technology team that delivers efficient, secure, and user-friendly IT solutions across all affiliated entities. SCHEDULED DUTIES AND RESPONSIBILITIES:
Develop and oversee execution of a comprehensive enterprise-wide technology strategy
Lead the implementation and integration of enterprise platforms such as EHRs, HRIS, payroll systems, document management tools, and communication systems
Ensure system interoperability across all lines of business including healthcare, housing, and back-office functions
Direct the design, implementation, and maintenance of IT infrastructure, networks, and hardware systems
Supervise IT staff and external vendors responsible for system administration, help desk support, and technology onboarding
Oversee cybersecurity protocols, system access management, disaster recovery, and business continuity planning
Maintain compliance with industry standards and regulations (e.g., HIPAA, HITECH, SOC 2, CMS data use guidelines)
Evaluate and recommend new technologies to improve workflow efficiency and reduce overhead
Lead projects involving software migrations, cloud integrations, or infrastructure upgrades
Ensure proper system documentation, change management, and staff training
Support CTO-aligned budgeting, procurement, and resource allocation in partnership with the CFO
Create and maintain dashboards to monitor technology performance and security status
Collaborate with the COO on implementation of task management, scheduling, and shared services platforms

UNSCHEDULED DUTIES AND RESPONSIBILITIES:
Respond to system outages, urgent cybersecurity threats, or user-impacting service disruptions
Troubleshoot escalated IT support issues and resolve them efficiently
Participate in executive planning around growth, mergers, and digital transformation
Serve as data privacy officer or partner with privacy officer where applicable
Engage in vendor selection, contract negotiation, and licensing decisions
Provide technical consultation for new service line launches or organizational transitions
CORPORATE INFORMATION TECHNOLOGY FOCUSED COMPLIANCE OFFICER DUTIES:
Overview:
The Corporate Compliance Officer will possess the skills and experience necessary to identify potential issues within Information Technology. The Compliance Officer is responsible for developing, implementing, and monitoring the programs, policies, and practices that ensure compliance with federal, state, local, and accreditation standards.
The Compliance Officer is expected to remain up to date on laws and regulations that may affect the organization's policies and procedures. This position requires objectivity, independence from other agency departments, strong attention to detail, and familiarity with investigative protocols and formal reporting practices.
Accountability:
The Corporate Compliance Officer shall be accountable to the CEO and/or Board of Directors.
Duties:
The chief responsibilities of the Compliance Officer include planning, implementing, and monitoring the Corporate Compliance Program. This position is also responsible for coordinating internal and external compliance audit activities and ensuring consistent communication of expectations and results.
The Corporate Compliance Officer will:
Oversee and monitor the implementation of the Corporate Compliance Program
Conduct corporate compliance risk assessments
Report regularly to the CEO and/or Board of Directors on compliance program progress and assist with developing improvement plans
Periodically revise and update the Compliance Program as needed
Review and evaluate Standards of Conduct Statements
Develop and implement a Compliance Training Plan for all staff
Assist the CEO with internal compliance review and monitoring activities
Investigate complaints and coordinate appropriate action plans with affected departments
Develop policies and practices that encourage staff to report suspected fraud or impropriety without fear of retaliation
Clearly communicate the objectives of the Compliance Program and track accomplishments
Access and review records related to compliance monitoring activities and document findings
Maintain a communication log for compliance-related inquiries and reports
Compile reports of calls received, investigations conducted, findings made, recommendations issued, actions taken, and progress achieved
Establish and communicate available reporting procedures and modes (e.g., email, online reporting tools, voice mail, suggestion box)
Conduct periodic interviews with internal and external stakeholders
Analyze program and service utilization patterns for irregularities
Conduct unannounced mock surveys, audits, inspections, and investigations to assess staff readiness and identify areas for corrective action
Reevaluate previously identified deficiencies to confirm implementation of improvements
Present written compliance evaluations and reports to the Compliance Committee, CEO, and/or Board of Directors at least annually

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS:
Bachelor’s degree in Information Systems, Computer Science, or related field required; Master’s degree preferred
Minimum 8 years of experience in IT leadership roles, with 5+ years at the executive level
Experience leading technology for healthcare, nonprofit, or multi-entity organizations preferred
Certifications in cybersecurity, network administration, or enterprise systems strongly preferred
Demonstrated success in strategic technology planning, execution, and infrastructure development
