Job Description

Join the dynamic team of Performance Tracking and Analytics Department within the Performance Management & Analytics (PMA) division where you will have the opportunity to work on exciting projects with different departments using a variety of tools and datasets.

NYCHA is the largest public housing authority in North America, providing affordable housing to roughly 1 in 16 New Yorkers. Within NYCHA, Performance Management & Analytics (PMA) provides best-in-class business analytic support to help Executive Staff and Departments successfully execute long-term strategic goals and achieve day-to-day operational effectiveness and efficiency. In addition to serving as the primary reporting and analytics unit within NYCHA, our department also ensures compliance with reporting for HUD and New York City, and promotes a data driven culture that improves decision making at all levels of the Authority.

The Performance Tracking and Analytics Department (PTAD) provides support to departments throughout the agency through quantitative data analysis, qualitative research, and reporting & analytics, including policy impact forecasting, geospatial analytics, compliance reporting, and research collaborations.

Under the direction of the Vice President of Performance Tracking & Analytics, with wide latitude for the exercise of independent judgment and initiative, specific duties shall include, but not be limited to the following:

1. Supervise a team of three employees in the Reporting and Analytics Unit.
2. Respond to various data requests for internal NYCHA departments and external entities.
3. Compile and report monthly data for the Mayor’s Management Report (MMR) and the Citywide Performance Reporting (CPR).
4. Compile data for mandated reports such as NYCHA’s Annual Plan, NYCHA’s section of the City’s Consolidated Plan, Annual Action Plan, and Consolidated Plan Annual Performance and Evaluation Report (CAPER), etc.
5. Compile weekly and monthly reports for Leased Housing and conduct policy impact analyses for the program.
6. Oversee the timely processing of data files for various reports and dashboards.
7. Provide statistical analyses, written trends and/or reports to inform the Executive Department of the Authority’s performance in key areas.
8. Oversee the maintenance and updates for the Oracle based Performance Tracking Dashboard.
9. Use big data and statistical tools to analyze complex datasets of various sources and disseminate results through written reports and presentations.
10. Assist business units in the planning, design, and implementation of special initiatives involving statistical research.

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
