This role is based in a leading EU Mediterranean jurisdiction recognised for its robust regulatory framework for payments and virtual financial assets for a newly incorporated but not yet licensed business. This candidate will directly contribute to the license application process.
Company Overview
ONE.io was founded in 2017 as an OTC digital asset trading desk, serving high-net-worth individuals, corporates, and institutional clients globally. Recognising that our clients – generally in sectors underserved by the traditional banking system – were facing tremendous difficulty in the movement of fiat funds, we undertook to resolve this industry pain point by shifting our focus toward the provision of payment services. We subsequently acquired our PI licence from the FCA in 2020, and launched our proprietary payments platform in 2021.

Role Overview
We are seeking an experienced and driven professional to lead and oversee the establishment and ongoing operations of a Electronic Money Institution (EMI) and CASP. This role is critical in ensuring regulatory compliance, operational excellence, and sustainable growth within a highly regulated financial services environment.
Key Responsibilities
Leadership & Team Management
Recruit, lead, and develop a high-performing EMI operations team.
Collaborate with cross-functional teams including legal, finance, product, and technology.
Foster a culture of compliance, accountability, and continuous improvement.
Product & Innovation
Support the development and launch of EMI and CASP related products and services.
Work closely with product and tech teams to ensure compliance-by-design.
Stay updated on industry trends, fintech innovation, and regulatory changes.
Operations & Strategy
Build and manage the EMI and CASP operational framework, including payments, safeguarding, and transaction monitoring.
Develop and execute the company’s EMI strategy aligned with overall business objectives.
Ensure efficient onboarding, KYC/AML processes, and customer lifecycle management.
Monitor operational performance and implement improvements where necessary.
Regulatory & Compliance
Lead the EMI licensing process with the local Financial Services Authority (MFSA).
Ensure full compliance with all applicable regulations, including AML/CFT, PSD2, upcoming PSD3 and PSR frameworks, and local requirements.
Act as a key point of contact with regulators, auditors, and external stakeholders.
Oversee the development and maintenance of internal policies, procedures, and controls.
Risk Management
Identify, assess, and mitigate operational, financial, and compliance risks.
Implement robust risk management frameworks and reporting structures.
Ensure safeguarding of client funds in accordance with regulatory requirements.
Skills and Experience
Experience
Proven experience working within or setting up an EMI or similar regulated entity.
Strong knowledge of EU financial regulations, particularly PSD2, upcoming PSD3 and PSR frameworks and AML directives.
Experience interacting with regulatory authorities (MFSA experience is highly desirable).
Skills
Strong leadership and stakeholder management skills.
Deep understanding of payments, e-money, and financial operations.
Excellent analytical, organizational, and problem-solving abilities.
Effective communication skills, both written and verbal.
Qualifications
Bachelor’s degree in Finance, Business, Law, or a related field (Master’s preferred).
Relevant certifications in compliance, risk, or financial services are a plus.
