We are seeking a Head Estimator with extensive experience in underground utilities and heavy civil construction to lead estimating and preconstruction operations for infrastructure projects across the Los Angeles area.
This leadership role focuses on developing accurate cost estimates, managing bid strategy, and guiding the estimating team to successfully compete for public works and private civil construction projects. The ideal candidate brings deep expertise in wet and dry utilities, site development, and municipal infrastructure work in Southern California.
You will collaborate closely with project managers, operations leadership, subcontractors, and suppliers to ensure accurate budgets and successful project transitions from bid stage to construction.
Key Responsibilities
• Lead all estimating and preconstruction activities for underground utilities and civil infrastructure projects
• Prepare detailed estimates for water, sewer, storm drain, fire line, gas, electrical, and dry utility systems
• Review project plans, specifications, geotechnical reports, and bid documents
• Perform quantity takeoffs for excavation, trenching, shoring, backfill, paving, and site development work
• Solicit, analyze, and level subcontractor and supplier proposals
• Develop competitive bid strategies for public works, municipal, and negotiated projects
• Analyze labor productivity, equipment costs, and material pricing to ensure accurate estimates
• Identify project risks and propose value engineering opportunities during preconstruction
• Coordinate closely with Project Managers and Operations teams during project handoff
• Maintain historical cost databases and track bid results and market trends
• Mentor and supervise junior estimators and preconstruction staff
Requirements:
• 7+ years of estimating experience in underground utilities or heavy civil construction
• Strong background in public works and general engineering infrastructure projects
• Proven experience estimating municipal infrastructure projects in Southern California
• Ability to read and interpret civil plans, grading drawings, utility profiles, and technical specifications
• Deep understanding of excavation operations, trench safety, shoring systems, and underground utility installation
• Experience using estimating and takeoff software such as Bluebeam, HCSS, Agtek, or similar platforms
• Strong knowledge of labor productivity, equipment costing, and subcontractor scope evaluation
• Excellent analytical, leadership, and organizational skills
Preferred Qualifications
• Experience bidding projects for City of Los Angeles, LA County, LADWP, or Caltrans
• Previous experience working with a general engineering contractor
• Degree in Civil Engineering or Construction Management (preferred but not required)
• Established relationships with local subcontractors and suppliers
