We are hiring a Chief Estimator to lead estimating for public works and underground utility projects across Southern California.
This is a high-impact leadership role for someone who can own the number from initial review through final bid submission and help drive competitive success in the public sector.
What You'll Own
• Lead estimating for projects including sewers, storm drains, waterlines, conduit, and utility infrastructure
• Manage the full bid process from scope review through final submission
• Perform quantity takeoffs and coordinate subcontractor and vendor pricing
• Analyze plans, specifications, and geotechnical reports to develop accurate cost estimates
• Evaluate risk, build contingencies, and identify value engineering opportunities
• Coordinate with project management and field teams during project handoff
• Track bid results, market pricing, and win/loss trends to improve competitiveness
• Support and mentor junior estimating staff as the team grows
Requirements:
• 8+ years of civil construction estimating experience
• 3–5+ years in a lead or senior estimating role
• Strong background in underground utilities and public works (California experience required)
• Proven success winning public agency bids (municipal, county, utility districts, etc.)
• Strong ability to read and interpret civil plans, specs, and geotechnical reports
• Experience with estimating software such as HeavyBid, Sage/Timberline, or similar
• Knowledge of California prevailing wage and public contract requirements
• Detail-oriented with the ability to meet strict bid deadlines
