The Deputy Commissioner will serve as a member of the executive leadership team and will lead the following units under Energy Management: Energy Supply, Strategic Planning, Operations, Budget, and Contracts. Responsibilities will include but are not limited to:

- Oversee and administer a 10-year capital budget of approximately $4 billion to undertake energy efficiency and clean energy generation interventions across a large, diverse portfolio of City buildings and other non-building stationary assets.

- Oversee and administer an annual expense budget of approximately $100 million for energy training and staffing programs, project pre-scoping activities, energy efficiency retrofits, enhanced operations and management, and comprehensive data analytic capabilities.

- Oversee and administer an annual utility energy budget for City government operations.

- Negotiate contracts related to the procurement of energy supply for City government operations.

- Oversee the management of utility accounts for 80 agencies and 4,000+ City facilities.

- Oversee the deployment of real-time meters and advanced metering infrastructure across the City’s portfolio of electric, gas and steam accounts.

- Oversee and expand participation in demand response programs for electric and gas usage.

- Drive the implementation of energy efficiency projects at City buildings via both standalone projects and larger capital projects where efficiency improvements have been integrated.

- Contribute to efforts to incorporate energy efficiency considerations into the capital planning process across the City.

- Contribute to efforts to embed energy efficiency considerations into operations and maintenance activities across the City to drive efficiency with existing and new equipment.

- Lead efforts to significantly scale up distributed clean energy generation to achieve the City’s 100MW by 2025 solar PV goal.

- Substantially contribute to a cross-agency task force, inclusive of representatives from DCAS’s Office of Citywide Procurement (OCP), the Mayor’s Office of Contract Services (MOCS), the Law Department (Law), and the Office of Management and Budget (OMB), charged with establishing innovative project delivery vehicles that provide greater speed, scale, and flexibility.

- Guide and effectively partner with unit and program leads to align resources (funding and staffing) with needs, promote program cross-fertilization, integrate new initiatives into EM’s operations, and strengthen inter-team and cross-unit collaboration so that EM functions as a unified, cohesive organization.

- Analyze internal operations related to core functions and programmatic activities to identify and implement high-impact process improvements that can produce greater effectiveness and efficiency.

- Develop and strengthen performance management structures to translate strategy into actionable objectives, improve transparency and accountability, and direct resources to areas of highest impact.

- Ensure effective deployment of resources consistent with operational goals, including working with staff to balance workload and effort, identifying opportunities to share services.

- Drive a culture of transparency, accountability, continuous improvement, and performance management across the division, both by modeling such behaviors and setting clear expectations and standards for all managers and staff.

- In addition to staff directly located within EM, oversee a larger community of dedicated energy professionals placed at agencies via EM’s Agency Energy Personnel Program, which provides funding for such. In total, there are ~250 energy management positions across the City (~130 staff at EM and ~120 AEPs at agencies) that fall under the stewardship of the DC.

- Oversee a large array of training programs, including the City’s flagship Energy Management Institute run in collaboration with the City University of New York, to upskill City staff (energy management professionals, building operators, and other) in ways necessary to achieve the City’s energy and emissions reduction goals.

- Cultivate and maintain strong business relationships with agencies essential to meeting the City’s emissions reduction goals. In addition, coordinate decarbonization and energy management functions with City leaders, agencies, and other critical stakeholders.
