Nimbus is seeking a detail-oriented Business Analyst with strong analytical, communication, and stakeholder engagement skills, seeking to transition into federal capture management with a focus on the U.S. Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS). This position may be transitioned to CMS focused federal capture management. Candidate brings experience in business process analysis, data-driven decision‑making, and cross-functional collaboration to support opportunity identification, capture planning, and proposal development for CMS‑related federal contracting efforts.
This position offers capture contribution and performance-based incentives and bonuses.

Key Responsibilities:
CMS‑Focused Market & Opportunity Analysis
Conduct research on CMS program priorities, procurement trends, and legislative drivers affecting Medicare, Medicaid, CHIP, Marketplace, and innovation models.
Analyze CMS acquisition forecasts, past procurements, and competitive landscapes to support opportunity qualification.
Monitor CMS‑related updates, rulemaking, and policy changes to inform capture strategies.
Capture Support for CMS Opportunities
Assist in identifying and qualifying CMS opportunities using SAM.gov, FPDS, CMS procurement forecasts, and GovWin.
Support capture managers in developing CMS‑specific win themes, value propositions, and solution differentiators aligned with agency mission and program needs.
Participate in customer outreach planning, including meeting preparation, call plans, and follow‑up actions with CMS stakeholders and potential teaming partners.
Proposal Development & Compliance
Contribute to CMS proposal efforts by drafting sections, gathering inputs, and ensuring alignment with CMS solicitation requirements and evaluation criteria.
Collaborate with SMEs, technical teams, and proposal managers to shape solutions that address CMS program challenges such as interoperability, program integrity, beneficiary experience, and data modernization.
Support color team reviews, compliance checks, and proposal production activities.
Stakeholder Engagement & Teaming
Build relationships with internal teams, subcontractors, and potential partners to support CMS‑focused teaming strategies.
Facilitate working sessions to gather insights on CMS customer needs and align internal capabilities with opportunity requirements.
Communicate complex CMS program and technical information clearly to diverse audiences.
Data & Process Management
Maintain capture and proposal documentation, including CMS‑specific past performance, resumes, and solution artifacts.
Use CRM and pipeline tools including Higher.gov and GovWin to track CMS opportunities and support leadership decision‑making.
Recommend process improvements to enhance capture efficiency and proposal quality.
Key Skills & Competencies
Strong understanding of CMS mission areas, programs, and procurement environment
Analytical and critical‑thinking skills
Excellent written and verbal communication
Familiarity with federal procurement processes (FAR, IDIQs, GWACs, RFIs/RFPs)
Experience with market research tools (SAM.gov, FPDS, GovWin)
Ability to manage multiple priorities under tight deadlines
Collaborative mindset and strong interpersonal skills
Detail‑oriented with a focus on compliance and quality
Education & Experience
Bachelor’s degree in business, Public Administration, Health Policy, IT, or related field
3–6 years of experience in business analysis, operations, or related roles
Exposure to CMS contracting, health IT, or federal proposal development preferred.
Certifications such as CBAP, CAPM, or APMP (nice to have)
