Quick Summary

Contribute to PMAT's growth across Navy, DoW, and IC mission areas, working closely with senior leaders to identify, qualify, and shape new business opportunities.

Job Description

At PMAT, we work on mission-critical systems that directly support the warfighter, designing, building, and securing modern digital capabilities across cloud, data, and software environments. Our teams tackle complex, real-world challenges where delivery matters more than theory, and innovation is driven by curiosity, collaboration, and purpose.

In this role, you’ll contribute to PMAT’s growth across Navy, DoW, and IC mission areas—including C4ISR, tactical edge computing, data fusion, and decision support—working closely with senior leaders to identify, qualify, and shape new business opportunities that align with our technical strengths and long-term strategy.

About the Role: The Business Development Associate is a hands-on, analytically driven role supporting PMAT’s growth strategy across federal defense customers. This position works directly with the Chief Growth Officer and senior program leaders to research emerging requirements, track acquisition activity, map stakeholders, and help prioritize where PMAT invests time and resources.

Day-to-day, this role blends market intelligence, capture support, and structured analysis. You will dig into program offices, contracts, budgets, and technical needs; help assess probability of win and strategic fit; and support proposal and capture activities as opportunities mature. This is an ideal role for someone who wants to grow into a capture manager or business development lead within a technically sophisticated defense environment.

Responsibilities:

Support the Chief Growth Officer in developing and implementing business development strategies that align with PMAT's goals

Conduct detailed market and opportunity research across DoW and federal customers (e.g., Navy SYSCOMs, PEOs, PMOs), including analysis of SAM.gov postings, RFIs, Sources Sought, IDIQs, OTAs, and SBIR/STTR pathways

Support opportunity qualification by assessing mission relevance, customer alignment, competitive landscape, contract vehicle access, and strategic fit with PMAT’s capabilities

Develop and maintain structured opportunity briefings, capture notes, and research summaries to inform leadership decision-making

Assist the Chief Growth Officer with capture planning activities, including stakeholder mapping, competitor analysis, win themes, and early solution framing

Support preparation of proposals, white papers, quad charts, and executive-level briefings in coordination with technical and program teams

Maintain accurate and up-to-date opportunity, customer, and partner data within PMAT’s CRM/pipeline and internal tracking tools

Track and analyze pipeline data, trends, and outcomes to help refine PMAT’s growth strategy and focus areas

Support and track virtual and in-person business development engagements, industry days, and customer meetings as needed

About Us: PMAT is an innovative small business founded with a passion for developing forward-leaning solutions from exceptional people that increase the mission’s capability. We focus on designing and building impactful digital solutions that utilize modern cloud, data, and software concepts. Our passion is working on complex and progressive challenges such as edge platform computing, containerizing legacy platforms, distributed data platforms, and heterogeneous data analysis.

We recruit, retain, and foster a team motivated to pursue passions, investigate new ways of doing things, and embody an innovative and entrepreneurial spirit. We believe in being curious about every element of a problem and experiment relentlessly. We foster continuous learning in an environment that encourages positive collaboration and expands our capabilities.

Above all else, we believe that delivering and demonstrating is more potent than a sheet of paper. We are passionate about mission-centric design and delivering effective capabilities to and for the warfighter.

Required Skills and Experience:

2-5 years' related experience

Strong analytical and research skills, with the ability to synthesize complex information into clear, actionable insights

Demonstrated experience in federal contracting, defense acquisition, or government programs

Ability to work independently in a remote environment while managing multiple priorities and deadlines

Strong written and verbal communication skills, including the ability to support executive-level briefings

High attention to detail and comfort working with structured data, trackers, MS Office and CRM systems

Intellectual curiosity and a willingness to learn technical, operational, and acquisition concepts

Preferred Skills and Experience:

Prior experience supporting business development, capture management, proposal development, or market research in the defense or federal sector

Familiarity with DoW organizations (particularly the US Navy), acquisition processes, and contract vehicles (e.g., IDIQs, OTAs, SBIR/STTR)

Experience researching or supporting Navy programs, PEOs, or SYSCOMs

Exposure to technical domains such as C4ISR, data fusion, AI/ML, cloud systems, or tactical edge computing

Interest in growing into a capture manager or business development leadership role

Education and Certification Requirements:

Bachelor’s degree in Business, International Relations, Political Science, Engineering, or a related field

Citizenship and Clearance Requirements:

U.S. Citizenship required

No dual citizenship

Active Secret clearance preferred; ability to obtain a clearance required

Location / Address:

Remote position, but proximity to Washington DC/Northern VA/MD preferred

Occasional travel to PMAT offices or customer locations as required

Travel & Passport:

Less than 15% travel

Primarily CONUS

Passport not required but a plus

Work Environment:

PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and business development activities.
