The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

Your Team:

The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability provides support services to the rest of HAS. BPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support. The Division also manage the Housing Quality Enforcement and related inspection functions for the Office. In addition, the BPO team coordinates technology initiatives and analytics across the Office in coordination with key technology stakeholders across the agency, providing support on key systems to internal and external stakeholders.

The Housing Access Voucher Program (HAVP) is a statewide rental subsidy program for low-income families and individuals who are facing eviction, currently homeless, or facing loss of housing due to domestic violence or hazardous living conditions. HAVP would be available to New Yorkers who may be ineligible for local or federal rental assistance programs. HAVP would help low-income New Yorkers achieve stability and retain permanent housing by subsidizing their rent. Tenants would contribute 30% of their income toward rent, with the rest covered by subsidies. HAVP will curb evictions, give households facing homelessness a path to secure permanent housing, and could be bundled to subsidize affordable housing construction.

Your Impact:

The selected candidate will serve as a Housing Access Voucher Program (HAVP) Budget Analyst for the division. The Budget Analyst will be responsible for monitoring and working to keep HAVP spending and reporting accurate and complete. This includes running reconciliation reports and communicating with key stakeholders to resolve issues. Additionally, the Analyst will work with internal stakeholders form other Divisions to ensure that funding and expenses issues are resolved in a timely manner. Lastly, the Analyst will work on developing reports and other special projects to proactively address areas of risk within the HAVP portfolio.

Your Role:

- Maintain and prepare budget and spending reports related to the HAVP program

- Working with external and internal HAVP stakeholders to resolve issues

- Working with stakeholders in the agency to ensure that funding is accurately allocated

- Working with Budget and Fiscal teams to ensure that funding and expenses are accurately represented in the City’s Financial Management System (FMS)

- Work on related ad-hoc data analysis projects

Preferred skills:

- Strong proficiency with Microsoft Excel

- Strong analytical and detail-oriented aptitude; a high degree of accuracy is required

- Experience with business intelligence systems preferred

- Familiarity with NYC’s FMS system preferred

- Excellent communication and organizational skills

- Must be able to work effectively with minimal supervision

- Ability to learn and adapt to change

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
