Context And Mission
The AI Factory is a major European project aimed at accelerating the adoption and development of artificial intelligence across industry sectors that is deploying a comprehensive set of AI-focused services, including robust training, networking, and innovation support structures. Its mission is to foster the uptake and effective use of AI, particularly among startups, SMEs and Public Sector across participating countries, and to strengthen the European innovation ecosystem.
The BSC AI Factory Facilitator of the Public Sector sectoral node focuses on implementation and dynamization of the Public Sector node. This role will integrate strategic coordination and operational execution functions, ensuring seamless communication between the node, participants (public sector entities), and the BSC AI Factory's central team. The lead should have experience in innovation project management, team coordination, and facilitating sessions, preferably in technology and artificial intelligence fields. A strong background on working for or with the public sector is also preferred.
Reporting to the BSC AI Factory Facilitator of the Public Sector sectoral node will contribute to complete with BSC AI Factory final result service indicators.
This project is funded by the European Union’s Recovery and Resilience Facility, in accordance with Council Regulation (EU) 2020/2094 of 14 December 2020, and regulated by Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021, in the context of the “BSC AI Factory” project.
The BSC AI Factory project has received funding from the European High-Performance Computing Joint Undertaking (JU) under grant agreement No 101234399. The JU receives support from the European Union’s Horizon Europe Programme and Spain, Portugal, and Türkiye.

Key Duties
Leading and overseeing the planning, execution, and monitoring of the sectoral node activities.
Ensuring the alignment of all activities with the strategic objectives set by the BSC AI Factory.
Acting as the primary liaison with the BSC AI Factory's general team for decision-making, validations, and program adjustments.
Supporting the Public Sector sectoral node technical team (an AI & Data specialists and an AI Engineer) in the development of sectoral use cases.
Participating in governance committees and preparing executive reports as required.
Designing and coordinating the agenda for diagnostic workshops, advisory sessions, and group or individual activities.
Promoting participatory methodologies for identifying needs and generating use case ideas.
Coordinate the delivery of specific training sessions planned for the node (data governance, applied AI, shared digital infrastructure, etc.).
Ensure the quality of activities and systematically collect feedback from participants.
Align the facilitating activities with the overall program schedule and other BSC AI Factory sectoral nodes
Support additional activities, from technical setups to public policy efforts, that help to advance the Public Sector sectoral strategic objectives and activities.
Requirements
Education
Bachelor's degree in business administration, engineering, or science
Essential Knowledge and Professional Experience
5 years or more as project consultant in a technology driven organisation
Demonstrated ability in research-to-business activities
Background within and understanding of the Spanish and EU Public Sector entities
Familiarity with public sector specific challenges (e.g. procurement, regulation, public-public and public-private collaborations, etc.).
Competences
Impeccable verbal and written communication skills (English compulsory)
International experience. Capacity to work and communicate in an international and interdisciplinary working environment
Familiarity with project management methodologies and CRM tools
Problem-solving skills to propose mutually beneficial solutions
Ability to take initiative, prioritize and work under set deadlines.
Ability to work independently and in a team.
Willingness and capacity to learn about new technologies and procedures
Conditions
The position will be located at BSC within the Directors Department
We offer a full-time contract (37.5h/week), a good working environment, a highly stimulating environment with state-of-the-art infrastructure, flexible working hours, extensive training plan, restaurant tickets, private health insurance
Duration: 3 years
Holidays: 22 days of holidays + 6 personal days + 24th and 31st of December per our collective agreement
Salary: we offer a competitive salary commensurate with the qualifications and experience of the candidate and according to the cost of living in Barcelona

Development of the recruitment process
The selection will be carried out through a competitive examination system ("Concurso-Oposición"). The recruitment process consists of two phases:
Curriculum Analysis: Evaluation of previous experience and/or scientific history, degree, training, and other professional information relevant to the position. - 40 points
Interview phase: The highest-rated candidates at the curriculum level will be invited to the interview phase, conducted by the corresponding department and Human Resources. In this phase, technical competencies, knowledge, skills, and professional experience related to the position, as well as the required personal competencies, will be evaluated. - 60 points. A minimum of 30 points out of 60 must be obtained to be eligible for the position.
The recruitment panel will be composed of at least three people, ensuring at least 25% representation of women.
In accordance with OTM-R principles, a gender-balanced recruitment panel is formed for each vacancy at the beginning of the process. After reviewing the content of the applications, the panel will begin the interviews, with at least one technical and one administrative interview. At a minimum, a personality questionnaire as well as a technical exercise will be conducted during the process.
The panel will make a final decision, and all individuals who participated in the interview phase will receive feedback with details on the acceptance or rejection of their profile.
