Reporting Relationship
The Band Membership and Indian Registration Administrator will report to the Office Administrator, as the direct Supervisor; and to the Enaagdenjged.
Position Summary
The Band Membership and Indian Registration Administrator works independently and is responsible for the overall administration & procedures of the Anishinabek Belonging Law and Regulations; and administration of the Indigenous Services Indian Registration processes by providing a variety of administrative support services, working with the Citizens of M’Chigeeng First Nation, while maintaining strict confidentiality at all times. The Band Membership and Indian Registration Administrator shall ensure the Anishinabek Belonging Law procedures are adhered to at all times, and the software program used is updated accurately and regularly.
Essential Functions
IRA
Provides monthly reports of events to Council and the Registrar
Issues Indian status cards and maintains an accurate certificate registrar
Assist to obtain documentation and examine for verification events of births, deaths, marriages, and divorces
Data entry into the Tribes systems and ensures profiles are up-to-date and accurate
Ensure compliance with the Access to information and Privacy Act
Issue letters for confirmation of land transfers to Lands & Resources Coordinator
Issue confirmation of Indian status, blood quantum, residency verification letters
Anishinabek Belonging Law
Works with Chief & Council in the general duties relating to the administration of M’Chigeeng Anishinabek Belonging Law and Regulations
Provide technical support to the appropriate committee pursuant to the Anishinabek Belonging Law 2019, Regulations
Compile and distribute all materials required for Committee meeting packages
Attends meetings, records, transcribes, and distributes meeting minutes and assists with the follow up of meeting action items
Maintains the integrity of the M’Chigeeng Citizenship Register that includes updating addresses for On and Off reserve citizens
Responds/Tracks inquires and responds in a timely and professional manner; submits all documents as required and monitor processes
Provides applications and assist individuals through the process
Administration
Organizes and coordinates committee meetings, community meetings, mail-outs, etc.
Records and distributes all incoming and outgoing correspondence
Prepares correspondence and reports as required to the Citizenship Committee, Citizenship Appeals Committee and Chief and Council
In accordance with INAC and Anishinabek Belonging Law verify status, education, health & social assistance for services
Development and maintain tracking systems for motions made through committee minutes and Council ratifications and ensure all decisions are formed in accurate motions and all are recorded for tracking and filing.
Will organize workflow and priorities by developing, implementing, and monitoring required workplans
Assist to prepare public education and newsletter information to membership about Anishinabek Belonging Law and applicable items.
provide monthly/quarterly newsletters to community to inform them about membership matters
Development and maintain appropriate and accurate filing system
Collect and maintain accurate statistical data, as requested
Maintains strict confidentiality and privacy, and ensures the safekeeping and accuracy of all files and correspondence
Ensure hard copies and electronic file records database is maintained as necessary
Adheres to MFN personnel policy and any related guidelines and MFN Codes as required
Work with IT to maintain regular data backups, safeguarding the maintained list
Work with IT to maintain and input updated membership and code information on mchigeeng.ca website
Performs other duties assigned
Qualification & Requirements
Minimum
Post-Secondary Diploma in Administration, Business Administration, Indigenous Studies, or related field of study along with two (2) years related work experience
Registered Indian Registration Administrator.
Preferred
Post-Secondary Degree in Administration, Business Administration, Indigenous Studies, or related field of study with five (5) years related work experience
Knowledge of the Indian Act and its application and processes related to Indian Status
Other
Willing to take additional required training
Dependable, reliable, has strong work ethic and is detail oriented
Excellent communication skills both written and verbal
Excellent interpersonal skills and ability to work as a team player is a must
Knowledge of Anishinabek culture and M’Chigeeng First Nation community and ability to understand and speak Anishinabemowin are strong assets
Working knowledge of meeting procedures would be an asset
Ability to prioritize and multitask
Organized and detailed oriented
Strong time management and organizational skills
Work appropriately with confidential and sensitive information
Demonstrates computer skills in Microsoft Word and Excel programs and experience in office equipment operations
Must be willing to work flexible hours and weekends if required.
Criminal Reference Check (CRC) Rationale: M’Chigeeng First Nation is in a position of trust to its band members and is committed to providing a safe and secure work environment.
