The Opportunity

The Associate Director, Applications and Assessment, provides support for individual, agency, examination and restricted insurance agency teams. Reporting to the Director, Licensing, this role ensures alignment with organizational objectives, standards, and regulatory best practices. The Associate Director translates strategy into execution, provides operational oversight across program units, and fosters a collaborative, high-performance culture within teams and the organization. 

Duties and Responsibilities

Leadership & People Management 

Oversee and coordinate the activities of individual, agency, examination and restricted insurance agency program units, ensuring alignment with organizational objectives and regulatory standards. 

Exercises delegated authority to make program units’ decisions on non-standard and complex cases, including matters escalated by managers, within established policy and decision frameworks. 

Provide leadership, mentorship, and support to program units, including hiring, performance management, and professional development. 

Strategic & Operational Integration 

Contribute to strategic planning, delivery, and leadership across the program units. 

Act as the link between strategic planning and operational execution, ensuring the program units’ goals are translated into actionable plans. 

Effectively manage change; implementing individual, agency, examination and restricted insurance agency program units’ strategy and operational policies according to the departmental plan. 

Sets program unit’s operational priorities, service standards, and escalation pathways; resolves issues that impact timeliness, quality, risk, and stakeholder experience. 

Performance & Financial Management 

Deliver and perform within resources against set deadlines, frameworks and quality standards. 

Support the development and management of the program units’ budgets, including expense, revenue control and variance forecasting. 

Monitor individual, agency, examination and restricted insurance agency program units’ performance, analyze trends, report on key performance indicators, and implement corrective actions where necessary. 

Ensure quality and timeliness of service delivery across the program units. 

Systems & Process Improvement 

Contribute and support the review, design, and implementation of systems, controls, and business processes for areas of responsibility, ensuring compliance with legislation, policy and governance requirements. 

Lead cross-functional projects and improvement initiatives to enhance efficiency and service delivery. 

Ensure training requirements are met, and that program units deliver change activities that create regulatory excellence in the delivery of services to stakeholders. 

External Engagement & Regulatory Advice 

Develop and maintain effective working relationships with other departments to ensure a coordinated approach to regulation and early sight of future policy changes. 

Support strong external engagement with applicable parties, including industry partners, legal representatives, regulatory bodies, and other key stakeholders. 

Provide senior‑level advice to the Director, Licensing, senior leadership, staff and to other stakeholders as directed by the Director, Licensing. 

Represents the department in internal and external forums or meetings as delegated by the Director, Licensing, and ensures consistent messaging and defensible regulatory positions. 

Provide advice, guidance, and support on non-standard and complex licensing cases to external stakeholders, colleagues, and Council members, often leading on high-impact cases within delegated authority, including preparation and discussion of relevant licensing matters at the Licensing Committee. 

Ensure enquiries and issues are resolved to exacting standards and deadlines, fostering a “right first time” culture. 

Market & Regulatory Intelligence Lead 

Monitor industry trends, emerging markets and regulatory implications to inform program units’ strategy and vision. 

Provide early insight into future regulatory policy changes and their impact on program units’ needs. 

Review and implement activities that impact jurisdictional alignment and harmonization strategies across national regulatory frameworks. 

Other Duties 

Lead and/or participate in strategic and organizational projects and programs as directed by the Director, Licensing. 

Perform other duties as assigned by the Director, Licensing. 

Qualifications and Experience

Minimum of 8 years’ relevant experience in licensing, regulatory operations, compliance, or related fields within regulatory organizations, government, financial services, or comparable environments, including people‑management experience with oversight of multiple teams, programs, or operational units. 

Experience in the insurance or financial services industry is an asset

Experience in project and process management and strategic planning 

University degree or equivalent education and/or experience 

Experience with CRM and/or licensing management systems or similar tools 

Experience working with licensing and/ regulatory frameworks. 

Proficient in interpreting, implementing and developing regulatory frameworks in accordance with the legislation, regulations and policies 

Build and mentor high-performing teams with accountability and engagement. 

Streamline processes, drive efficiency, and apply data-driven decision-making. 

Navigate organizational dynamics and regulatory environments effectively. 

Manage disputes constructively and achieve balanced outcomes. 

Lead through evolving priorities and implement change initiatives. 

Identify risks and ensure adherence to standards. 

Use operational systems and analytics for performance monitoring. Foster innovation and embed a “Right First Time” culture. 

Salary Range: $151,485- $217,759 with a midpoint of $189,356 per annum.

The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
