Job Description
• Support in the implementation and continuous improvement of HSE and process safety management frameworks and programs on site to achieve safety and environmental targets
• Educate employees on workplace HSE policies, process safety management, environmental protection procedures, and programs to foster a culture of safety
• Support site management on HSE legislation, requirements, process safety management (PSM), training, new technology applications, and best practices to ensure compliance and operational efficiency
• Implement and manage equipment Lock Out Tag Out (LOTO) systems to ensure safe handover of equipment for maintenance activities
• Provide safety engineering expertise to resolve plant operation safety issues, formulate long-term safety strategies, and reduce operational costs
• Deliver technical advice on safety management systems, process safety, fire prevention, quantitative risk analysis, and behavioral safety to minimize losses and prevent incidents
• Review change requests and waiver requests for compliance with safety standards and operational requirements, providing technical guidance for resolution
• Monitor and analyze new or changing HSE regulations and legislation impacting construction, design, and operations; conduct gap analyses and ensure compliance programs are in place
• Communicate HSE policies and compliance requirements effectively to employees, demonstrating leadership and commitment to safety culture
• Support and participate in plant HSE activities including training, safety risk assessments, PHA, MOC, and correction of hazards and unsafe behaviors
• Participate in thorough HSE incident and accident investigations, ensuring timely follow-up and corrective actions by responsible personnel
• Support project working groups to develop and implement Latex plant HSE procedures, programs, controls, and performance measurement, securing management endorsement and cross-functional support
• Maintain industrial hygiene and health programs to monitor employee exposure to chemical and physical risks, ensuring prevention of occupational health issues
• Share best practices and incident investigation learnings with the Singapore IPL site team to promote continuous improvement
• Advise on sustainability matters including waste, water management, and gas discharge compliance, driving continual waste reduction and recycling initiatives
Requirements:
• Minimum 3 years of relevant chemical plant HSE experience with a Chemical Engineering degree, or minimum 5 years without a degree
• Working knowledge of ISO 14001, ISO 45001, SS561, and Safety Management Systems
• Proficient in facilitating Process Hazard Analysis (PHA) and managing Process Safety Management (PSM) frameworks
• Skilled in interpreting HSE-related legislation and regulatory requirements
• Competent in risk management including hazard identification through regular inspections
• Experienced in conducting incident investigations and applying corrective actions
• Ability to analyze incident and monitoring data trends to inform safety improvements
• Strong communication and interpersonal skills to influence and engage stakeholders
• Proficient in MS Office software and SAP EHS Management system
