The New York City Human Resources Administration (HRA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary Cash Assistance, Supplemental Nutrition Assistance Program (SNAP), childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc. The employees of the Family Independence Administration (FIA) help provide unique individual services to eligible New Yorkers aimed towards the achievement of long-term self-sufficiency.

Under administrative direction, with wide latitude for the exercise of independent judgment, broad scope of authority, and a high degree of accountability the ADC is responsible for directing and managing the operational activities of the Non Cash Assistance Supplemental Nutrition Assistance Program (NCA SNAP), the ADC works closely with the Deputy Commissioner in the formulation, planning, and execution of city, state, and federal directives to reorganize and develop the NCA SNAP so that it may meet the needs of working families, the elderly, and disabled citizens of New York City in a more flexible and direct manner thus eliminating barriers to participation. Additionally, the Executive Regional Manager closely monitors HRA's SNAP payment accuracy rate to ensure that it meets or exceeds the targets set by the agency

FIA's Supplemental Nutrition Assistance Program (SNAP) is recruiting for one (1) Administrative Manager M-4, to function as Assistant Deputy Commissioner, SNAP, who will:

- Control, organize, and direct the operational activities of the NCA SNAP Regional Offices, Supplemental Security Income (SSI), Residential Facilities, and Mail Application Referral Unit (MARU) centers involved in providing SNAP services to approximately 1.8 million clients located throughout the five boroughs. Is accountable for efficiently run benefit and eligibility determination operations.

- Administer the overall effectiveness and efficiency of the Specialized SNAP Change Centers and Fair Hearing Compliance through review of operational procedures and processes to maximize the NCA SNAP Fair Hearing win rate and increase participation in the SNAP program. Is accountable for reporting and resolution of Fair Hearing compliance actions within the ten day prescribed timeframe.

- Provide consultation and guidance to Regional Managers regarding their areas of operation. Oversee the direction of the overall Regional Offices operations involved in the timely and accurate eligibility determination of application and recertification, and resolution of complex sensitive operational issues. Consult with the Regional Managers to determine where situations are most critical and where resources can be used to the best advantage. Develop and implements solutions. Ensure that existing program monitoring standards are maintained and target goals for improvement are established and monitored.

- Work directly with Management Information Systems (MIS) to redesign systems applications as they become necessary to meet the policy and procedural changes in the NCA SNAP program and to develop and support systems addressing new initiatives for improved program access and center -workflow. Efforts include monitoring current and future systems usage and computer matches to uncover hidden assets and/or income and other misreported household circumstances that affect eligibility and/or benefit level.

- Is accountable to the Deputy Commissioner and the Agency in the management and operational implementation of the new federally mandated NCA SNAP Employment Program. Ensure that the program is in compliance with the USDA mandate to ensure all ABAWDs are appropriately meeting the work requirement for SNAP.

- Direct the implementation and administration of policies, procedures, and regulations, as set forth by the Deputy Commissioner of SNAP, Executive Deputy Commissioner of FIA and FIA Executive staff concerning the operations in the SNAP Regional Offices and Specialized Centers. Is responsible for the timely implementation of new operating guidelines, procedures, programs and changes in SNAP administration and center operations and uniformity of interpretation and practice. Liaise with FIA Field Operations, Job Support Services and Investigation Revenue and Enforcement Administration (IREA)/Bureau of Fraud Investigation Management to ensure consistency regarding SNAP policies, procedures and operational implementation, which affect both SNAP and Cash Assistance services and clients. Ensure SNAP payment accuracy rate is within acceptable standards as set forth by the agency

- Conduct meetings with Regional Managers to convey information on mandates or changes to agency policies and procedures which affect the regions supervised. Ensures that Regional Managers are abreast of these changes to ensure that information is passed on to all operational staff. Work with the Office of Policy Procedures and Training to develop operation guidelines for the SNAP Centers and Telephone Interview Processing Services (TIPS) Centers.

- Determine short-term and long-range needs for SNAP Centers in new locations regarding space equipment and personnel and arranges for the establishment of new centers or the relocation of existing offices in order to meet such need. Direct and conduct visits to the SNAP Centers and Community Based Organizations for the assessment of the facilitated enrollment operations and improvement of SNAP services accessibility.

ADMINISTRATIVE MANAGER - 10025

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
