The New York City Human Resources Administration (HRA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary Cash Assistance, Supplemental Nutrition Assistance Program (SNAP), childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc. The employees of the Family Independence Administration (FIA) help provide unique individual services to eligible New Yorkers aimed towards the achievement of long-term self-sufficiency.

Under the executive direction of the Deputy Commissioner, Supplemental Nutrition Assistance Program (SNAP) Operations, with wide latitude for independent judgment, action and initiative, the ADC works closely with the Deputy Commissioner of SNAP in the formulation, planning and execution of city, state, and federal directives to reorganize and develop SNAP Operations so that it may meet the needs of working families, the elderly, and disabled citizens of New York City in a more flexible and direct manner thus eliminating barriers to participation. Additionally, the Assistant Deputy Commissioner closely monitors HRA’s SNAP payment accuracy rate to ensure that it meets or exceeds the targets set by the agency.

This position is overseeing three units: the SNAP Benefits Error Resolution Unit (BERU); the SNAP Special Population Initiatives & OTDA Demonstration Project Coordination; and the SNAP Customer Support.

FIA's Supplemental Nutrition Assistance Program (SNAP) is recruiting for one (1) Administrative Manager M4 to function as an Assistant Deputy Commissioner, SNAP Citywide Administrative Coordination and Special Services & Projects who will:

- Direct the uniform application of policies and procedures and ensures they conform to Federal, State and local regulations and Agency guidelines, ensuring that all who seek to apply for SNAP are granted access to the program and those applications are processed accurately and timely and meet the quality control standards mandated by Federal, State and Agency authorities.

- Direct the daily management of all subordinate units/staff to maximize participation in SNAP; focusing on improving customer service while ensuring that services are managed as effectively and efficiently as possible.

- Oversee the analysis, monitoring and evaluation of existing programs and policies relating to non-cash assistance SNAP eligibility determination to determine their effectiveness, ensuring that the federally mandated error rate is not surpassed, thereby preventing the levying of monetary sanctions. Conduct meetings with administrative staff at the regional level as well as the center level to determine program understanding and to develop a forum for open discussion and brainstorming to enhance the corrective action process and staff development.

- Oversee the development and implementation of various management monitoring tools including surveying the existing work process and work product of the SNAP Services. Through the generation of these ongoing monitoring tools the administration will be kept apprised of the continuous performance assessments of the quality and quantity of work so that existing standards are maintained and target goals for improvement can be established and monitored.

- Assist the Deputy Commissioner and Executive Deputy Commissioner of FIA and the DSS/HRA/DHS Commissioner in representing the Department before the City Council or other legislative bodies in discussions with the State and Federal agencies in areas of mutual concern. Assist in the consideration of program activities with other organizational components in HRA, other city Departments, State Department of Social services, and other governmental and private social service agencies.

- Collaborate with counterparts in the Division of Cash Assistance Operations to work on SNAP policies, procedures and operational implementation which concerns both non-cash and cash-assistance SNAP services and clients.

Hours/Schedule: Monday – Friday, 9:00am-5:00pm

ADMINISTRATIVE MANAGER - 10025

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
