Special Services provides administrative oversight to social service programs directly operated or contracted programs with the Human Resources Administration. Special Services provides an array of services to New York City’s vulnerable population. The Special Services portfolio consists of the following program areas: Adult Protective Services (APS), Customized Assistance Services (CAS), Domestic Violence Services (DVS), HIV/AIDS Services Administration (HASA), Home Care Services Program (HCSP), and the Medical Assistance Program (MAP).

The Assistant Deputy Commissioner of Project Management will work on Special Services Program issues, as well as the development and amendment of multiyear plans and improvement strategies for the programs outlined above that comprise Special Services.

Under executive direction of the Chief Special Services Officer, with wide latitude for independent initiative and decision-making, the Assistant Deputy Commissioner of Project Management provides strategic direction to the Chief Special Services Officer and Executive Staff with respect to managing, directing and coordinating new initiatives; programs’ areas and agency wide projects which includes but not limited to contracting, finance and compliance operations, budget modifications for grant and contractual funding and provides recommendations to programs based on budget reviews.

The HIV/AIDS Services Administration (HASA) – Special Services is recruiting for one (1) Administrative Staff Analyst, M-IV to function as an Assistant Deputy Commissioner of Project Management, who will:

- Participate in the formulation, development, and implementation of program policies and procedures as it relates to the improvement of administrative efficiency of the Special Services Programs. Serves as a special advisor and strategic project manager with authority for making recommendations on strategic direction, on administrative functions and implementation of critical and new interagency initiatives aimed at improving the service delivery to the Special Services targeted populations.

- Work with the Chief Special Services Officer in the planning, execution and monitoring of projects aimed at improving program operations, integrity, and compliance of Special Services Programs and alignment with Agency and city-wide plans; directs subordinate staff that helps in policy formulation, recommendations, offering expertise on matters affecting housing and community programs within Special Services.

- Collaborate with DSS-HRA-DHS on initiatives such as housing development initiatives, creating, developing, and strengthening new and existing partnerships to support programmatic needs. Serves as senior level liaison to internal (DSS-HRA-DHS) and external stakeholders such as oversight agencies at the city, state, and federal levels.

- Oversee the preparation of budget proposals submitted by Special Services programs for approval; reviews budget and budget modifications for grant and contractual funding before submission to the Finance office and/or other stakeholders. Provides reports on finance, accountability/compliance, and contracting to the Chief Special Services Officer and the senior stakeholders. Makes recommendations based on these reports, including provision of additional funding, or defunding of existing programs/contracts/staff.

- Coordinate with the Agency Contracting Office (ACCO) on solicitations, new awards, renewals, extensions, and modifications of contracts submitted by Special Services programs. Coordinates with the Finance Office to ensure availability of funds and liaises with ACCO’s Office for proper funding encumbrance actions for accurate payments to vendors.

- Develop and execute executive-level presentations and briefing reports on contract management, finance, and compliance.

- Represent the Chief Special Services Officer, as necessary or directed, at internal and external meetings and events.

- Perform other duties and functions as directed.

ADMINISTRATIVE STAFF ANALYST - 10026

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
