The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The NYC Office of Chief Medical Examiner is seeking an experienced executive leader to serve as Assistant Commissioner/Equal Employment Opportunity (EEO) Officer. Reporting directly to the Chief Medical Examiner, the EEO Officer provides executive leadership and strategic direction for the agency’s equal employment opportunity, accessibility, and workplace inclusion functions, ensuring compliance with all applicable federal, state, and local laws and advancing an equitable and inclusive workplace environment.

The EEO Officer oversees the day-to-day operations of the EEO Office and staff and directly supervises the Deputy EEO Officer. The position partners closely with executive leadership, Human Resources, Legal, and other operational units, as well as external oversight agencies, to support agencywide compliance, accessibility, and workforce inclusion initiatives.

Essential duties and responsibilities include, but are not limited to the following:
- Serve as the agency’s chief advisor to the Chief Medical Examiner and executive leadership on EEO, accessibility, and workplace inclusion matters
- Conduct and oversee timely internal EEO investigations, review investigative findings, and issue recommendations for complaint or issue resolution in accordance with all required timelines
- Oversee and direct the timely intake, review, determination, and tracking of all Reasonable Accommodation requests and ensure compliance with City requirements
- Serve as or direct the agency’s Disability Service Facilitator and oversee compliance with ADA, accessibility, and disability rights requirements
- Work closely with the NYC Department of Citywide Administrative Services (DCAS) Citywide Equity and Inclusion (CEI) office, the New York City Commission on Human Rights, and other oversight entities to ensure alignment with Citywide EEO policies, reporting standards, and compliance mandates
- Lead the preparation, submission, and monitoring of the agency’s Annual EEO Plan, Accessibility Plan, quarterly reporting, Local Law compliance submissions, and all required Citywide EEO reports
- Develop and maintain systems for tracking and reporting EEO complaints, investigations, accommodation requests, workforce metrics, and training compliance
- Establish training objectives and oversee the development and delivery of all required EEO, anti-discrimination, sexual harassment prevention, and accessibility trainings
- Serve as executive co-sponsor of the agency’s Belonging and Inclusiveness Group (BIG), providing leadership guidance, supporting engagement initiatives, and advancing agencywide belonging and inclusion strategies
- Supervise the Deputy EEO Officer and EEO staff and oversee performance management and operational planning
- Review agency recruitment, hiring, interview, onboarding, and promotional practices to ensure compliance with EEO laws and City policy requirements
- Conduct periodic site visits across all OCME facilities to assess accessibility, posting compliance, workplace conditions, and adherence to EEO policy requirements, and coordinate corrective actions as needed
- Partner with Facilities, IT, Public Affairs, and other operational areas to ensure agency facilities, signage, postings, digital materials, and public-facing communications meet accessibility and compliance standards
- Ensure EEO policies, complaint procedures, and required notices are properly posted at all agency locations and available in alternative accessible formats
- Work in close coordination with Human Resources and Legal to support agency reporting requirements, review and respond to complaints and inquiries, coordinate investigations and corrective actions, and ensure consistent application of EEO laws, policies, and compliance standards across the agency
- Collaborate with the Workplace Violence Prevention Committee and the Integrity and Standards Office on matters that intersect with EEO concerns, coordinating investigations where appropriate and supporting agencywide prevention, reporting, and corrective action efforts related to workplace conduct and compliance standards
- Provide guidance and technical assistance to managers, supervisors, and HR and Legal professionals on EEO compliance, complaint prevention, and workplace equity practices
- Manage responses to audits, compliance reviews, and corrective action requirements issued by City oversight agencies
- Participate as a member of the agency’s Executive Leadership Team and contribute to broader agency strategic planning and operational initiatives
- Lead special projects, strategic initiatives, and executive assignments related to equal employment opportunity, accessibility, workforce inclusion, and organizational compliance, and perform other duties as assigned
- As an agency executive, remain on call and available on a 24/7 basis, including nights, weekends, and holidays, to respond to the operational needs of the agency, including emergency operations and large-scale fatality incidents

Qualification Requirements
1. A master's degree from an accredited college in Library Science, Archival Science, American History or Political Science or a related area, plus four years of full-time professional experience in a governmental archives, records management center or library complex, 18 months of which must have been in a supervisory, administrative, consultative, managerial or executive capacity; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a master's degree and the 18 months supervisory, administrative, consultative, managerial or executive experience as described in "1" above.
