The Division of Sidewalk & Inspection Management (SIM) seeks an experienced and innovative candidate to serve as Assistant Commissioner (A/C) for the Citywide Concrete (CWC), Builder’s Waiver Program (BWP), Compliance, and Performance Assessment Budget Unit. This individual will play a critical role in coordinating with other DOT units to support the goals of Vision Zero and the agency’s Street Safety Plan.

SIM is responsible for maintaining the city's 12,760 miles of sidewalks and approximately 162,000 pedestrian ramps. SIM is tasked with sustaining a comprehensive inspection, pedestrian ramp and sidewalk program that ensures accessibility of pedestrian ramps, streets, and sidewalks.

Under the direction of the Deputy Commissioner of the Division, the selected candidate will serve as the Assistant Commissioner, with in-direct oversight of approximately 400 employees with direct responsibility as follows:

- Citywide Concrete Unit – The selected candidate will have the responsibility of providing direction to the in-house construction crews as they install maintain and upgrade pedestrian corners, install sidewalks, curbs, pedestrian islands, step streets and other concrete structures; responsible for directing in-house crews as necessary to meet the pedestrian ramp upgrade targets stipulated in the settlement with the Eastern Paralyzed Veterans Association (EPVA). Experience supervising construction crews is paramount.

- Builder’s Waiver Program – The selected candidate will oversee staff consisting primarily of project engineers who review waiver requests and inspections where new or existing developments are to be built, expanded, or improved due to unusual or extraordinary circumstances, upon written request of the builder. Works very closely with the Department of Buildings (DOB) to review all waiver requests and inspect each work location to determine the feasibility and the impact of the proposed plan on the community prior to construction. The unit also assists local Community Boards with all sidewalk installation and repair needs and requirements and aid in identifying and solving inter-agency problems in the conduct of sidewalk construction.

- Compliance Unit – The selected candidate will be responsible for implementing and maintaining compliance with a wide range of Federal, State and Local environmental compliance regulations that apply to SIM facilities and operations. This includes conducting facility and field assessments, coordinating and conducting field oversight of spill response, maintaining applicable permits, and identify personnel that need training.

- PABU – The selected candidate will be responsible for overseeing, managing and coordinating all the reimbursement claims for the Division; this includes managing and preparing Inter Fund Agreement vouchers totaling approximately $69 million annually, overseeing and preparing estimates and actual costs for federally and state funded Street Improvement Projects (SIPs); auditing invoices related to federal and state reimbursements which includes expenses for rental vehicles, concrete, steel and Other Than Personnel Service (OTPS) related costs.

With safety the priority of the work that is being performed, the selected candidate will ensure that appropriate policies are implemented; staff receive annual and specialized
training; work with DOT’s Occupational, Safety and Health (DOTOSH ) team to ensure environmental and safety compliance; and stay abreast of construction standards to guarantee the staff are always up to date on best practices.

Additionally, the Assistant Commissioner will direct the development of policies and procedures, ensure there is a swift and coordinated response as needed from other Units or Divisions; schedule night and weekend work as needed; integrate the projects under their purview with Agency initiatives; recruit and retain a diverse workforce; and perform other high level and managerial duties at the request of the Deputy Commissioner of the Division.

ADMINISTRATIVE SUPERINTENDENT - 10039

1. A baccalaureate degree from an accredited college and five years of full-time experience, with a public or private organization, in inspection, maintenance, construction or engineering work related to the work of a large scale highway system; at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff engaged in performing the above type of work; or

2. A valid New York State Professional Engineer's License and 18 months of supervisory, administrative, managerial or executive experience in civil engineering work related to highway construction or maintenance; or

3. A four year high school diploma or its educational equivalent and nine years of the experience described in "1" above; at least 18 months of supervisory, administrative, managerial or executive experience as described in "1" above; or

4. Education and/or experience equivalent to "1", "2" or "3" above and at least 18 months of supervisory, administrative, managerial or executive experience as described in "1" above.
